I COMMUNITY REGENERATION FUND - SMALL GRANTS ALLOCATION 2006/07
Councillor Beattie declared a non-financial interest in Kirkton Community Support Group by virtue of being a member of the Group.
There was submitted Report No 629-2006 by the Assistant Chief Executive (Community Planning) and the Director of Leisure and Communities relative to the above.
The Committee noted the process for allocating small grants through the local community regeneration forums as agreed by the Dundee Partnership and endorsed the funding proposals detailed below.

II COMMUNITY REGENERATION FUND ALLOCATION OF RESOURCES 2006/2007
There was submitted Report No 628-2006 by the Assistant Chief Executive (Community Planning) and Director of Leisure and Communities relative to the above.

III DISABILITY EQUALITY SCHEME
There was submitted Report No 660-2006 by the Director of Leisure and Communities and the Depute Chief Executive (Support Services) intimating that the Council's Disability Equality Scheme required to be published by 4th December, 2006 in order for the Council to meet a statutory disability equality duty under the new disability discrimination legislation.
The Committee -
(i) approved the proposed Disability Equality Scheme; and
(ii) noted that the Council's Corporate Disability Action Group had a responsibility to report annually on progress on the Disability Equality Scheme 'Priorities for Action' and 'EQIA Action Plan' and that the monitoring of actions arising from the Scheme would be carried out through the Strategic Plan Monitoring Database.
IV NATIONAL ENTITLEMENT CARD FOR YOUNG PEOPLE
There was submitted Report No 634-2006 by the Assistant Chief Executive (Community Planning) advising the Committee of the plan to adopt a National Entitlement Card for all Dundee Discovery Card holders starting with 16 to 18 year olds entitled to the New National Travel Concession.
The Committee -
(i) noted the issue of the National Entitlement Card for young people aged 16 to 18; and
(ii) agreed to adopt the National Entitlement Card design for all Dundee Discovery Cards.
V COMMON GOOD FUND - NORTH CARR LIGHTSHIP
Reference was made to Article V of the minute of meeting of this Committee of 20th March, 2006, wherein the Committee agreed to make a contribution of 5,000 towards a major appeal to raise funds for the North Carr Lightship subject to a further report being brought back to Committee.
After considering Agenda Note AN369-2006, the Committee noted that plans were currently being drawn up for the refurbishment of the North Carr Lightship by a marine architect and the Maritime Volunteer Service had requested that 3,000 of the agreed contribution be released to cover the architect's fees to enable the completion of the plans and thereafter the major appeal would be launched on the back of these plans.
The Committee agreed to approve the release of 3,000 from the Common Good Fund Budget for 2006/07.
VI EXTERNAL SMOKING AREAS
There was submitted Report No 661-2006 by the Depute Chief Executive (Support Services) advising the Committee of the statutory and non-statutory consents, orders and permissions required before licensees can operate external smoking areas.
The Committee approved the contents of the report.
The Convener agreed that the undernoted item be considered as a matter of urgency in terms of Standing Order No 17(b) in view of the timescales involved.
VII NUCLEAR FREE LOCAL AUTHORITIES AGM AND ANNUAL POLICY BRIEFING
It was report that the above AGM and National Policy Briefing would be held in Leeds on 7th and 8th December, 2006.
The Committee authorised the attendance of Councillor Regan at an estimated cost excluding travel and subsistence of 120.
The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted item of business on the grounds that it involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part I of Schedule 7A of the Act.
VII DUNDEE ENERGY RECYCLING (DERL)
There was submitted Report No 640-2006 by the Chief Executive relative to the above.
The Committee approved the recommendations detailed therein.
