I HOMELESSNESS POLICY

 

The Director of Housing submitted Report No 664-2006 setting out the Council's statutory obligations with regard to the prevention and alleviation of homelessness in Dundee and describing a Homelessness Policy for the Council which took account of these obligations.

 

The Committee agreed to adopt the Homelessness Policy outlined in Appendix 1 of the report and recommended that subject to the approval of the Policy, a full equality impact assessment be progressed in terms of paragraph 7.8 of the report.

 

II HOMELESSNESS PERFORMANCE REPORT

 

The Director of Housing submitted Report No 632-2006 advising the Committee of the Department's performance for homelessness presentations, provision of temporary accommodation and numbers rehoused.

 

The Committee noted the contents of the report.

 

III UNIT RATE CONTRACTS FOR LOW RISE HOUSING DEMOLITION

 

Reference was made to Article XI of the minute of meeting of this Committee of 26th June, 2006 which granted approval to undertake demolitions of low rise housing stock based on the Unit Rate Contract.

IV TENDERS RECEIVED

 

The City Architectural Services Officer submitted Report No 672-2006 giving details of offers received for the undernoted contracts:-

 

(a) MENZIESHILL 13TH DEVELOPMENT - ROOF AND RENDER REPLACEMENT

 

On a reference to Article II of the minute of meeting of the Policy and Resources Committee of 13th June, 2005, the Committee agreed to accept the negotiated offer with Andrew Shepherd Construction Ltd, Forfar amounting to 460,590.05 together with allowances of 2,532 for Planning Supervisor and 23,437 for professional services, making a total expenditure of 486,559.05.

 

(b) KIRK STREET MSD - LANDLORDS SUPPLIES UPGRADE

 

On a reference to Article II of the minute of meeting of the Policy and Resources Committee of 13th June, 2005, the Committee agreed to accept the partnering project by Dundee Contract Services to carry out the above works for the sum of 118,700, together with allowances of 500 for electric connection charges, 1,300 for Planning Supervisor and 8,700 for professional services, making a total expenditure of 129,200.

 

V REGISTRATION OF TENANT ORGANISATIONS - HOUSING (SCOTLAND) ACT 2001 (THE ACT)

 

There was submitted Agenda Note AN372-2006 reporting that a request for reregistration as a Tenant Organisation had been received from Balmoral Tenants' and Residents' Association.

 

The Committee agreed that the application be approved.

 

VI HOUSING (SCOTLAND) ACT 2001 - IMPROVEMENT, REPAIR AND ENVIRONMENTAL GRANTS, HOME LOANSETC

 

There was submitted Agenda Note AN373-2006. Reference was made to the minute of meeting of this Committee of 15th November, 1999 when grant expenditure now under Private Sector Housing Grant was agreed.

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted item of business on the grounds that it involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part I of Schedule 7A of the Act.

 

VII PROPOSED RENEWAL OF LEASE FOR RADIO TRANSMITTER ON BUTTERBURN COURT

 

There was submitted Agenda Note AN374-2006 advising that the Director of Planning and Transportation currently occupied a site at the above location for the purpose of locating radio equipment.

 

It was reported that following consultation with the Director of Housing, provisional agreement had been reached to renew the agreement on the terms and conditions detailed.

 

The Committee approved the renewal of the lease.
