V TENDERS RECEIVED

 

(a) CITY ARCHITECTURAL SERVICES OFFICER

 

There was submitted Report No 332-2007 by the City Architectural Services Officer detailing tenders received and requesting a decision thereon:-

 

(i) MENZIESHILL NURSERY SCHOOL - EMERGENCY LIGHTING INSTALLATION

 

The Committee agreed to accept the lowest offer from McGill Electrical Limited, Dundee for 9,200.00, together with an allowance of 1,312.00 for professional services, making a total expenditure of 10,512.00.

(ii) ST MARY'S RC PRIMARY SCHOOL INFANT BUILDING - EMERGENCY LIGHTING INSTALLATION

 

The Committee agreed to accept the lowest offer from McGill Electrical Limited, Dundee for 19,495.30, together with an allowance of 2,772.00 for professional services, making a total expenditure of 22,267.30.

 

(iii) EASTERN PRIMARY SCHOOL - RELOCATION OF RESOURCE CENTRE

 

The Committee agreed that the work be carried out under a partnering agreement with Dundee Contract Services for 17,505.00, together with an allowance of 2,495.00 for professional services, making a total expenditure of 20,000.00.

 

(iv) CRAIGIEBARNS PRIMARY SCHOOL - WINDOW RENEWAL PHASE 2

 

The Committee agreed to accept the negotiated offer with Dundee Contract Services for 29,773.00, together with allowances of 388.00 for CDM Co-ordinator and 4,242.00 for professional services, making a total expenditure of 34,403.00.

 

(v) MENZIESHILL HIGH SCHOOL - UPGRADE AND REFURBISH HOME ECONOMICS

 

The Committee agreed to accept the negotiated offer with Dundee Contract Services for 50.404.74, together with an allowance of 7,182.00 for professional services, making a total of 57,586.74.

 

(vi) ST LUKE'S AND ST MATHEW'S RC PRIMARY SCHOOL - NEW ROOF COVERING TO TOILET BLOCK

 

The Committee agreed that the work be carried out under a partnering agreement with Dundee Contract Services for 21,882.00, together with an allowance of 3,118.00 for professional services, making a total expenditure of 25,000.00.

 

(vii) MENZIESHILL HIGH SCHOOL - NEW ROOF COVERING TO TECHNICAL BLOCK

 

The Committee agreed that the work be carried out under a partnering agreement with Dundee Contract Services for 122,538.00, together with an allowance of 17,462.00 for professional services, making a total expenditure of 140,000.00.

 

(viii) LOCHEE PRIMARY SCHOOL - RE-ROOFING PHASE 3

 

The Committee agreed to accept the negotiated offer with Dundee Contract Services for 20,811.52, together with allowances of 307.00 for CDM Co-Ordinator and 2,996.00 for professional services, making a total expenditure of 24,084.52.

 

(ix) HARRIS ACADEMY - UPGRADE KITCHEN

 

The Committee agreed that the work be carried out under a partnering agreement with Dundee Contract Services for 35,011.00, together with an allowance of 4,989.00 for professional services, making a total expenditure of 40,000.00.

 

(x) GOWRIEHILL PRIMARY SCHOOL - REPLACEMENT TIMBER WINDOWS

 

The Committee agreed that the work be carried out under a partnering agreement with Dundee Contract Services for 48,140.00, together with an allowance of 6,860.00 for professional services, making a total expenditure of 55,000.00.

 

(xi) GLEBELANDS PRIMARY SCHOOL - WINDOW REFURBISHMENT PHASE 1

 

The Committee agreed that the work be carried out under a partnering agreement with Dundee Contract Services for 21,882.00, together with an allowance of 3,118.00 for professional services, making a total expenditure of 25,000.00.

(xii) BRAEVIEW ACADEMY - UPGRADE TO STAFF TOILETS

 

The Committee agreed that the work be carried out under a partnering agreement with Dundee Contract Services for 17,505.00, together with an allowance of 2,495.00 for professional services, making a total expenditure of 20,000.00.

 

(xiii) HARRIS ACADEMY - UPGRADE TO SWIMMING POOL AREA

 

The Committee agreed that the work be carried out under a partnering agreement with Dundee Contract Services for 56,893.00, together with an allowance of 8,107.00 for professional services, making a total expenditure of 65,000.00.

 

(xiv) WOODLEA NURSERY SCHOOL - BOILER REPLACEMENT

 

The Committee agreed that the work be carried out under a partnering agreement with CMS Heating and Plumbing Limited, Arbroath for 67,803.44, together with an allowance of 6,780.00 for professional services, making a total expenditure of 74,583.44.

 

(xv) SS PETER AND PAUL'S RC PRIMARY SCHOOL - REPLACEMENT HEATING SYSTEM

 

The Committee agreed that the work be carried out under a partnering agreement with Scan Building Services Limited, Dundee for 137,223.05, together with allowances of 1,206.00 for CDM Co-ordinator and 19,553.00 for professional services, making a total expenditure of 157,982.05.

 

(xvi) MENZIESHILL HIGH SCHOOL HEATING ALTERATIONS

 

The Committee agreed to accept the lowest offer from CMS Heating and Plumbing Limited, Arbroath for 32,745.90, together with allowances of 1,000.00 for contingencies and 4,666.00 for professional services, making a total expenditure of 38,411.90.

 

The Committee noted that CMS Heating and Plumbing Limited, Arbroath had listed the undernoted sub-contractors:-

 

R S Hill, Forfar - Joiner Work

Angus Insulation, Montrose - Insulation

 

(xvii) CRAIGIE HIGH SCHOOL - PHASE 3 RE-ROOFING

 

The Committee agreed to accept the negotiated offer from Dundee Contract Services for 69,386.00, together with an allowance of 726.00 for CDM Co-ordinator and 9,888.00 for professional services, making a total expenditure of 80,000.00.

 

(b) CITY ENGINEER

 

(i) SWIMMING POOL COVER, WORKS 2007

 

There was submitted Agenda Note AN181-2007. The Committee noted for information that strengthening works to the pool cover support assemblies had to be carried out at Baldragon Academy, Braeview Academy, Craigie High School, Harris Academy, Kingspark Special School, Lawside RC Academy and Menzieshill High School whilst the schools were unoccupied during the summer holiday period. As there was insufficient time between the June Education Committee and the school summer holidays to allow the contractor to order materials and sufficiently plan the works, the Chief Executive accepted the most favourable tender for the works, as recommenced by the City Engineer.

 

Valid tenders were returned by three contractors ranging from 3,720.00 to 9,784.00. The lowest tender from Forge Leisure Ltd of 3,720.00 was accepted. Allowances of 3,000.00 for professional fees and contingencies were added, giving a total expenditure of 6,720.00.

VI THE REPEAL OF SCHOOL BOARDS LEGISLATION AND THE INTRODUCTION OF PARENTFORUMS/COUNCILS FROM AUGUST 2007

 

There was submitted Report No 359-2007 from the Director of Education seeking approval of revised procedures for the introduction of Parent Forums/Councils.

 

The Committee agreed to:-

 

(i) approve the proposals for the introduction of Parent Forums/Councils;

 

(ii) note the key differences between School Boards and the new Parent Forums/Councils;

 

(iii) approve the draft strategy for implementation of the Scottish Schools (Parental Involvement Act);

 

(iv) note the financial implications; and

 

(v) accept the proposal for a fixed term contract post of Parental Involvement Officer from August 2007-June 2008.

 

VII GENDER EQUALITY SCHEME 2007-2010

 

There was submitted Report No 358-2007 by the Director of Education relative to the above.

 

The Committee approved the Education Department's Gender Equality Scheme 2007-2010.

 

VIII APPOINTMENT PROCEDURES - HEAD TEACHER AND DEPUTE HEAD TEACHER POSTS

 

There was submitted Report No 320-2007 by the Director of Education and Assistant Chief Executive (Management) seeking Committee approval for revised appointment procedures for Head Teacher and Depute Head Teacher posts.

 

The Committee agreed to:-

 

(i) approve the revised appointment procedures relative to the above; and

 

(ii) instruct the Director of Education to arrange to inform Scottish Ministers and any Parent Councils established for Dundee City schools of the revised procedures.

 

IX CLAYPOTTS CASTLE PRIMARY SCHOOL AND ARDLER PRIMARY SCHOOL - TEMPORARY CLASSROOM UNITSEXTENSION TO CONTRACT

 

There was submitted Report No 333-2007 by the City Architectural Services Officer seeking approval for extending the existing lease at a reduced cost.

 

The Committee agreed to extend the existing hire period, incurring an estimated additional expenditure of 116,400.00.
