The minute of meeting of the Leisure, Arts and Communities Committee of 27th August, 2007 was held as read.

 

Unless marked thus * all items stand delegated.

 

Prior to the meeting, the Convener extended his thanks to all Leisure and Communities staff who had been involved in the Dundee Flower and Food Festival 2007.

 

I FIREWORKS DISPLAY, 5TH NOVEMBER, 2007

 

There was submitted Agenda Note AN218-2007, whereby reference was made to Article IV of the minute of meeting of the Leisure and Arts Services Committee of 18th September, 2006.

 

The Committee was asked to note that this was year two of a three year agreement for the supply, delivery, firing and associated training for the displays from specialist, Alan Hillary Events, Unit 20, The Greenhouse, Greencroft Industrial Estate, Annfield Plain, Stanley, County Durham.

 

The annual cost after discount would be 22,356, and this expenditure could be met from the Leisure and Communities Revenue Budget for 2007/2008.

 

The Committee noted accordingly.

 

II GRANTS ON ADULT EDUCATION ASSOCIATIONS 2007/2008

 

There was submitted Report No 445-2007 by the Director of Leisure and Communities seeking approval for the payment of an Adult Education Support Fund grant for the financial year April 2007 to March 2008 to Broughty Ferry Educational and Recreation Association.

 

The Committee approved an Adult Education Support Fund grant of 2,400 to Broughty Ferry Educational and Recreational Association to support the maintenance of and development of Adult Education Associations.

 

III EQUALITY AND DIVERSITY PARTNERSHIP ACTION PLAN

 

There was submitted Report No 455-2007 by the Director of Leisure and Communities seeking approval of the draft Action Plan and Grant Award for Dundee Equality and Diversity Partnership.

 

The Committee:-

 

(i) approved the attached draft Action Plan (Appendix 1 to the report) of the Dundee Equality and Diversity Partnership for 2007-2008; and

 

(ii) agreed to award 5,000 to Dundee Equality and Diversity Partnership as a contribution to the cost of the work specified under Appendix 2 to the report.

 

IV ST MARYS COMMUNITY CENTRE

 

There was submitted Agenda Note AN220-2007, whereby reference was made to Article IX of the minute of meeting of the Communities Committee of 19th February, 2007, when it was agreed to accept the offer from Torith Limited in the sum of 588,222.56, and a total project cost of 659,722.56 including allowances, conditional upon Big Lottery funding being confirmed and final legal agreement with the Highland Reserve Forces and Cadet Association.

 

Subsequently, there were delays in completing the above conditions and as a result, the contractor's offer validity period expired and a final decision was taken to include a sprinkler system within the building. Negotiations had taken place with Torith Limited, and a revised offer had been accepted in the amount of 639,352.56, resulting in a total project cost of 703,352.56 including allowances. This additional expenditure of 43,630 would be met from the Council budget for Health and Safety in the Council's 2007/2008 Capital Plan.

 

The Committee approved accordingly.
