The minute of meeting of this Committee of 24th September, 2007 was held as read.

 

Unless marked thus * all items stand delegated.

 

Prior to the commencement of business, the Convener made reference to the recent tragic incident at the Olympia Leisure Centre and on behalf of all members of the Committee extended condolences to the family of Luke Hutton.

 

I GREENWAYS EAST CYCLEWAY/DAWSON PARK ENTRANCE

 

There was submitted Agenda Note AN250-2007 advising that on the instruction of the Director of Leisure and Communities, proposals had been prepared for the provision of new cycleway route signs along the Greenways east corridor and carrying out resurfacing work within Dawson Park, including the South entrance.

 

It was recommended that the City Engineer be instructed to include this work within the existing Partnership Agreement with Tayside Contracts for delivering the road maintenance and minor road works service.

 

The Committee approved the extension of the Partnering Agreement with Tayside Contracts for this work up to a value of 40,000 including professional fees. The Depute Chief Executive (Finance) advised that 32,000 could be met from the Leisure and Communities Capital Programme 2007/2008 and 8,000 from the Quality of Life Fund.

 

II COMMUNITY CENTRES LOCAL MANAGEMENT GROUP CONSTITUTIONS

 

There was submitted Agenda Note AN251-2007 advising that the eight Community Centres across the City operate in partnership with Local Management Groups which are recognised charities and, as such, they are required to comply with OSCR regulations (Office of the Scottish Charities Regulator).

 

It had been brought to the attention of the Local Management Groups that a minor amendment should be made to Section 7.6 of their constitutions in relation to audit requirements. Existing Partnership Agreements between these Groups and Dundee City Council state that Council approval was required for any proposed constitutional change. Approval was therefore sought to agree the following minor amendment to their constitutions.

It was recommended that the wording: "The Association accounts must be audited or independently examined by ..." be replaced by: "The Association accounts must be independently examined by ..."

 

This change would ensure that the Charities would be fully OSCR compliant.

 

The Committee approved accordingly.

 

III ART GALLERIES AND MUSEUMS EXHIBITION POLICY

 

There was submitted Report No 524-2007 by the Director of Leisure and Communities seeking approval for the adoption of the document entitled "Art Galleries and Museums Exhibition Policy".

 

The Committee approved the contents of the Art Galleries and Museums Exhibition Policy, as detailed in Appendix 2 to the report, to operate within the Leisure and Communities Department.

 

IV VOLUNTARY ORGANISATIONS TRAINING GRANT FUND 2007-2008

 

There was submitted Report No 525-2007 by the Director of Leisure and Communities making recommendations for grant awards from the Voluntary Organisations' Training Grants Fund.

To support the costs of their ongoing pipe band training programme, led by paid instructors, and volunteer tutors, which attracts significant numbers of young people.

Girlguiding Dundee

To support the costs of the Guides' ongoing training programme, for approximately 150 leaders. This includes day and weekend courses required to support recent programme changes.

To provide a Royal Environmental Health Institute of Scotland food hygiene course and qualification to 10 volunteers in support of the Association's social programme and further promote good food hygiene practice in the community.

Dundee Area Scout Council

To support the costs of the Scouts' ongoing training programme. Two thirds of these costs will be met by the organisation and volunteers themselves.

V TENDERS RECEIVED

 

There was submitted Report No 537-2007 by the City Architectural Services Officer detailing the undernoted tender:-

 

(i) ANCRUM ROAD ACTIVITIES CENTRE - REPLACEMENT ROOFLIGHTS

 

The Committee agreed to accept the lowest tender by Dundee Contract Services amounting to 6,600, together with allowances of 1,057 for professional services, making a total expenditure of 7,657.

 

VI SUPPLY OF LIBRARY RESOURCES

 

There was submitted Agenda Note AN258-2007 seeking approval for the extension of the current Service Level Agreements with library suppliers for a further year up until 31st March, 2009, on the basis that the suppliers were meeting all the conditions set by the Council (Article V of the meeting of 20th November, 2006 refers). The current agreements ensured competitive discounts in all categories of stock purchased. Negotiations for future supply would be undertaken in late 2008.

 

The Committee approved accordingly.

 

VII REPLACEMENT LIBRARY MANAGEMENT SYSTEM

 

There was submitted Report No 491-2007 by the Director of Leisure and Communities detailing the tenders received for the supply, delivery and ongoing support of a Library Management System. The Committee noted that to enable the project to be progressed in the required timescale, prior approval had been given by the Director of Leisure and Communities in consultation with the Convener of the Leisure, Arts and Communities Committee and Group Spokespersons.
