The minute of meeting of this Committee of 10th December, 2007 was held as read.

 

Unless marked thus * all items stand delegated.

 

I THE CONSULTATION PROGRAMME OF THE DRAFT HILLTOWN PHYSICAL REGENERATION FRAMEWORK

 

There was submitted Report No 661-2007 advising the Committee of the findings from the public consultation on the approved Draft Hilltown Physical Regeneration Framework and seeking approval of the revised Framework in response to those findings.

 

The Convener, seconded by Bailie Wright, moved that the Committee:-

 

(a) acknowledge the findings of the consultation on the Draft Hilltown Physical Regeneration Framework;

 

(b) approve the Hilltown Physical Regeneration Framework and associated Projects Plan as supplementary planning guidance to the Dundee Local Plan Review 2005;

 

(c) remit the Director of Planning and Transportation and the Director of Housing to bring forward detailed development guidance for the redevelopment of the Maxwelltown area for public consultation, based upon the Hilltown Physical Regeneration Framework; and

 

(d) remit the Director of Planning and Transportation, the Director of Housing, the Director of Economic Development and the Director of Leisure and Communities to form a Hilltown Steering Group to pursue implementation the physical regeneration Projects Plan.

 

As an amendment, Councillor Black, seconded by Councillor Bowes, moved approval of the recommendations in the report, subject to the final paragraph of Section 4.4 of Appendix I to the report being amended to read "that the percentage of dwellings to be built for social rent be established after the current assessment of housing need in the area has been completed."

 

On a division, there voted for the motion - the Convener, Lord Provost Letford, Bailies Regan, Wright, Wallace, Scott and Borthwick, and Councillors Keenan, Asif, Bidwell, Ferguson, Gordon, McCready, Morrow, Dick and Hay (16); and for the amendment - Bailie Sawers and Councillors Guild, Barrie, Black, Bowes, Andy Dawson, Will Dawson, Duncan, Fordyce, Hunter, Roberts and Ross (12) - whereupon the motion was declared carried.

 

II DOWNFIELD PRIMARY SCHOOL - SITE PLANNING BRIEF

 

There was submitted Report No 7-2008 by the Director of Planning and Transportation seeking approval of a Draft Site Planning Brief for the site of the Downfield Primary School (including Downfield Primary School Annexe), East School Road as the basis of consultation with the local community and interested parties.

 

The Committee agreed to:-

 

(a) approve the Draft Site Planning Brief for consultation purposes;

 

(b) remit the Director of Planning and Transportation to consult with the local communities and interested parties on the Draft Site Planning Brief; and

 

(c) remit the Director of Planning and Transportation to report back on the results of the consultation at the March Committee meeting.

 

III MOSSGIEL PRIMARY SCHOOL - SITE PLANNING BRIEF

 

There was submitted Report No 8-2008 by the Director of Planning and Transportation seeking approval of a Draft Site Planning Brief for the site of the former Mossgiel Primary School, Ballochmyle Drive as the basis of consultation with the local community and interested parties.

 

The Committee agreed to:-

 

(a) approve the Draft Site Planning Brief for consultation purposes;

 

(b) remit the Director of Planning and Transportation to consult with the local communities and interested parties on the Draft Site Planning Brief; and

 

(c) remit the Director of Planning and Transportation to report back on the results of the consultation at the March Committee meeting.

 

IV CONSERVATION AREA APPRAISALS

 

There was submitted Report No 10-2008 by the Director of Planning and Transportation seeking agreement for a programme to undertake the creation, monitoring and review of Conservation Areas in accordance with Section 61 Planning (Listed Building and Conservation Areas) (Scotland) Act 1997 and Planning Advice Note 71 Conservation Area Management (PAN71) as issued by Scottish Government.

 

The Committee approved the proposed programme of Conservation Area Management as detailed in the report.

 

V LOCAL BUS SERVICE SUBSIDY

 

Councillor Gordon declared a financial interest in this item by virtue of being an employee of Travel Dundee, and left the meeting during its consideration.

 

There was submitted Report No 5-2008 by the Director of Planning and Transportation seeking approval of the proposed subsidised local bus services for 2008/2009.

 

The Committee approved the schedule of subsidised local bus services specified in Appendix 1 to the report for the financial year 2008/2009.

VI TRAFFIC ORDERS

 

There was submitted Agenda Note AN6-2008 relative to the undernoted Traffic Orders:-

 

(a) DUNDEE CITY COUNCIL (20 MPH SPEED LIMITS AROUND SCHOOLS) (VARIATION) ORDER 2008

 

Reference was made to Article IX of the minute of meeting of this Committee held on 26th January, 2004, wherein it was agreed to authorise the preparation of an Order to create a safer environment around schools that would encourage children to walk or cycle to school.

 

It was reported that the proposed Order was duly drafted and during the statutory consultation period, no adverse comments were received. Thereafter, the Order was duly advertised and there were no objections.

 

The Committee therefore agreed to make the Order as advertised.

 

(b) DUNDEE CITY COUNCIL (DYKES OF GRAY ROAD AND LINLATHEN ROAD, DUNDEE) (VARIATION OF SPEED LIMITS) ORDER 2008

 

Reference was made to Article I of the minute of meeting of this Committee of 13th August, 2007, wherein it was agreed to authorise the preparation of an Order to improve safety by introducing the appropriate speed limits following major housing developments.

 

It was reported that the proposed Order was duly drafted and during the statutory consultation period, no adverse comments were received. Thereafter, the Order was duly advertised and there were no objections.

 

The Committee therefore agreed to make the Order as advertised.

 

(c) ANGUS COUNCIL AND DUNDEE CITY COUNCIL (B978 KELLAS ROAD, ANGUS AND DUNDEE) (RESTRICTED ROADS) ORDER 2007

 

Reference was made to Article V of the minute of meeting of this Committee of 11th June, 2007, wherein it was agreed to authorise the preparation of an Order to improve road safety by introducing a 30 mph speed restriction of that length of Kellas Road which was adjacent to recent housing developments.

 

It was reported that the proposed Order was duly drafted and during the statutory consultation period, no adverse comments were received. Thereafter, the Order was duly advertised and there were no objections.

 

The Committee therefore agreed to make the Order as advertised.

 

(d) DUNDEE CITY COUNCIL (BELLFIELD STREET, DUNDEE) (STOPPING-UP) ORDER 2007

 

Reference was made to Article III of the minute of meeting of this Committee of 10th September, 2007, wherein it was agreed to authorise the preparation of an Order to stop-up lengths of roads and footways situated at Bellfield Street, Dundee to facilitate the construction of a new housing development.

 

It was reported that the Order was duly prepared and advertised in the Evening Telegraph and Post and The Edinburgh Gazette, and the relevant statutory undertakers were consulted. No objections were received.

 

The Committee therefore agreed to authorise and confirm the Stopping-Up Order, and authorise formal publication of the confirmation, after which the Order would become operative.

(e) DUNDEE CITY COUNCIL (CUMNOCK PLACE AND PITKERRO DRIVE, DUNDEE) (STOPPING-UP OF ROADS AND FOOTPATHS) ORDER 2007

 

Reference was made to Article IV of the minute of meeting of this Committee of 10th September, 2007, wherein it was agreed to authorise the preparation of an Order to stop-up lengths of roads and footpaths situated at Cumnock Place and Pitkerro Drive, Dundee to facilitate the construction of a new housing development.

 

It was reported that the Order was duly prepared and advertised in the Evening Telegraph and Post and The Edinburgh Gazette, and the relevant statutory undertakers were consulted. No objections were received.

 

The Committee therefore agreed to authorise and confirm the Stopping-Up Order, and authorise formal publication of the confirmation, after which the Order will become operative.
