II REVIEW OF MEMBERSHIP OF LICENSING BOARD, LICENSING COMMITTEE AND SUB-COMMITTEES ETC

After considering Report No 243-2009 by the Depute Chief Executive (Support Services), the Council approved the composition and membership of the Licensing Board, Licensing Committee and Sub-Committees, a copy of which is appended hereto.

III ESTABLISHMENT OF SCRUTINY COMMITTEE

After considering Report No 38-2009 by the Depute Chief Executive (Support Services), the Council agreed to defer consideration of this matter to enable further consideration to be given to the proposals.

IV ESTABLISHMENT OF CITY DEVELOPMENT COMMITTEE

There was submitted Report No 218-2009 by the Depute Chief Executive (Support Services) relative to the establishment of a City Development Committee.

The Council:-

(i) agreed to establish a City Development Committee;

(ii) approved the terms of reference and operating arrangements for the above Committee as detailed in paragraph 4(a) of the report; and

(iii) approved the changes to Standing Orders and remitted to the Depute Chief Executive (Support Services) to make any further consequential amendments.

V NOMINATIONS - OFFICE BEARERS

The Lord Provost, seconded by Councillor Guild, moved that the undernoted nominations be made:-

(i) Dundee Leisure Trust - Chairperson - Councillor Duncan;

(ii) Tayside and Central Scotland Transport Partnership - Chairperson - Councillor Will Dawson; and

(iii) Dundee, Perth, Angus and North Fife Strategic Development Planning Authority - Vice‑Chair - Councillor Will Dawson.

As an amendment, Councillor Macpherson, seconded by Bailie Wallace, moved that no nominations be made.

On a division, there voted for the motion - Lord Provost Letford, Councillors Guild, Barrie, Black, Bowes, Andy Dawson, Will Dawson, Duncan, Fordyce, Hunter, Lynn, Melville, Roberts, Ross and Bailie Sawers (15); and for the amendment - Councillors Keenan, Asif, Bidwell, Ferguson, Gordon, McCready, Hay, Macpherson, Dick, Bailies Regan, Wright, Wallace, Scott and Depute Lord Provost Borthwick (14) - whereupon the motion was declared carried.

VI SCOTTISH COUNCILS COMMITTEE ON RADIOACTIVE SUBSTANCES

Reference was made to Article III of the minute of meeting of the Policy and Resources Committee of 20th February, 2006, wherein it was reported for information and recorded purposes that following a meeting of local authority representatives and the then Scottish Executive, Councillor Regan had been appointed Chair of the Radioactive Waste Management Committee and Dundee had been appointed the lead authority.

There was submitted Agenda Note AN101-2009 intimating that the Committee had now been named the Scottish Councils Committee on Radioactive Substances and the Council had been asked to formally approve the appointment of Bailie Regan as this Council's representative with an appropriate adviser to be appointed from within the Council.

The Council approved accordingly.

VII APPOINTMENT - DUNDEE PARTNERSHIP

Reference was made to Article VI of the minute of meeting of the City Council on 30th March, 2009, wherein it was agreed that the Lord Provost, Councillors Guild, Duncan and Andy Dawson, together with three opposition Councillors, be appointed to serve on the above Partnership.

It was noted that the opposition groups had agreed that Councillors Keenan, Macpherson and Bailie Wallace be appointed and it was now proposed that a further member of the Labour Group be appointed to serve on the Partnership.

The Council approved accordingly.
