I LOCAL GOVERNMENT BOUNDARY REVIEW - FITHIEBANK

Reference was made to Article I of the minute of meeting of the City Council of 23rd February, 2009, wherein the Council agreed to support the initial proposals of the Local Government Boundary Commission for Scotland (LGBCS) relative to the proposed alteration to the boundary at the Fithiebank area which would result in the boundary following the centre of the Fithie burn water feature. The effect of this was to locate the entire Fithiebank development within the Dundee City Council area.

It was reported that the Commission had now published its provisional proposals which corresponded entirely with the initial proposals and it was therefore recommended that the Council concur with the provisional proposals of the LGBCS.

The Council approved accordingly.

II FIRST PERIODICAL REVIEW OF SCOTTISH PARLIAMENTARY CONSTITUENCY BOUNDARIES

Reference was made to Article II of the minute of meeting of the City Council of 10th March, 2008, wherein the Council supported the provisional proposals of the Boundary Commission for Scotland in regard to the boundaries of Dundee East and Dundee West Scottish Parliamentary Constituencies. The outcome of the review would result in the constituency boundaries being coterminous with that of the City Council area.

It was reported that the Commission had now reviewed its provisional proposals in light of representations made and that the only alteration to the provisional proposals was the recommendation that the constituencies be renamed Dundee City East and Dundee City West. The boundaries of each of the constituencies would remain the same.

The Council was asked to concur with the amendment and note that the boundaries of the City Council and the Dundee City East and Dundee City West constituencies would remain coterminous irrespective of the outcome of the Local Government Boundary Commission's ongoing review of the boundary at Fithiebank referred to in the immediately preceding article.

The Lord Provost, seconded by Councillor Guild, moved approval of the above.

As an amendment, Councillor Macpherson, seconded by Councillor Keenan, moved approval of the above subject to no change being made to constituency names.

On a division, there voted for the motion - Lord Provost Letford, Councillors Guild, Barrie, Black, Bowes, Andy Dawson, Will Dawson, Duncan, Fordyce, Hunter, Lynn, Melville, Roberts, Ross, Bailies Sawers, Wallace and Scott (17); and for the amendment - Councillors Keenan, Asif, Bidwell, Ferguson, Gordon, McCready, Macpherson, Dick and Bailie Wright (9) - whereupon the motion was declared carried.

Lord Provost John R LETFORD, Convener.
