The minute of meeting of this Committee of 24th August, 2009 was held as read.

I TAYSIDE OLDER PEOPLES STRATEGIC FRAMEWORK

 

There was submitted Report No 395-2009 by the Director of Social Work advising members of the Committee of the implications for Dundee of NHS Tayside's Older People's Strategic Framework.

 

The Committee agreed:-

 

(i) to note the terms and content of NHS Tayside Older People's Strategic Framework; and

 

(ii) to instruct officers to continue to work with NHS Tayside to take forward the proposed improvements outlined in the strategic framework and summarised in paragraph 4.2 of the report.

 

II MULTI-AGENCY INSPECTION: ASSESSING AND MANAGING OFFENDERS WHO PRESENT A HIGH RISK OF SERIOUS HARM

 

There was submitted Report No 413-2009 by the Director of Social Work providing members with the findings of a multi-agency inspection conducted by the Social Work Inspection Agency, Her Majesty's Inspectorate of Prisons and Her Majesty's Inspectorate of Constabulary on the assessment and management of high risk of serious harm offenders. The report included an overview of the findings of the inspection, provided specific details of the recommendations where they related directly to local authorities and gave an update on the current position in Criminal Justice Social Work in Dundee.

 

A summary of the recommendations for local authorities and the actions taken locally to progress them was included as Appendix 1 to the report.

 

The Committee agreed:-

 

(i) to note the findings of the inspection and the actions being taken locally to continually improve standards; and

 

(ii) to note that a presentation on the risk assessment and management of high risk of harm offenders was presented to elected members on 8th September, 2009.

 

III TAYSIDE PILOT OFFENDER DISCLOSURE SCHEME

 

There was submitted Report No 428-2009 by the Director of Social Work informing of the forthcoming pilot Sex Offender Disclosure Scheme, led by the Scottish Government and Tayside Police, which would be operational across the Tayside Police Force area between 21st September, 2009 and May 2010.

 

The Committee agreed:-

 

(i) to note the Disclosure Scheme to be piloted by Tayside Police;

 

(ii) to note the potential implications for Dundee City Council Social Work Services, in particular, child care and protection services; and

 

(iii) to note that a presentation on the Disclosure Scheme was presented to elected members on 8th September, 2009.
