I RESPONSE TO SCOTTISH GOVERNMENT DISCUSSION DOCUMENT - "HOUSING: FRESH THINKING, NEWIDEAS"

 

There was submitted Report No 559-2010 by the Director of Housing seeking approval for a response to the discussion document issued by the Scottish Government relative to the above.

 

The Committee approved the response as outlined in Appendix 1 of the report.

 

II CONTRACT SERVICES FINANCIAL OPERATING STATEMENT AND OPERATIONAL PERFORMANCE FOR THETHREE MONTHS ENDED 30TH JUNE, 2010

 

There was submitted Report No 556-2010 by the Director of Finance and Director of Contract Services appraising the Committee on the financial position and operational performance of Contract Services for the three months ended 30th June, 2010.

 

The Committee agreed to note:-

 

(i) the current financial position and operational performance of Contract Services; and

 

(ii) that Contract Services should exceed the statutory requirement of break even for the third year of the current three year rolling period, which commenced at the start of financial year 2008/2009.

 

III TENDERS RECEIVED

 

There was submitted Report No 585-2010 by the City Architectural Services Officer detailing tenders received and requesting a decision thereon:-

 

(i) AUCHRANNIE TERRACE - NEW BUILD HOUSING

 

The Committee agreed to accept an offer from Stewart Milne Construction, Auchterarder for 556,612.28, together with allowances for Planning Permission of 1,160, Building Warrant 2,142, and CDM Co-ordinator, professional services and structural engineering services 33,397, making a total expenditure of 593,311.28.

 

(ii) VARIOUS PROPERTIES - CONTROLLED ENTRIES

 

The Committee agreed to accept the lowest offer by McGill Security Ltd, Dundee for 24,861.09, together with allowances of 1,491 for electric connection charges and 2,421 for professional services, making a total expenditure of 28,773.09.

 

(iii) CAMPERDOWN 2ND, 3RD, 4TH, 5TH, 8TH, 9TH AND 14TH DEVELOPMENTS - HEATING, KITCHENS, BATHROOMS AND SHOWERS

 

The Committee agreed to accept a partnering project offer with Dundee Contract Services for 1,149,000, together with allowances for decorating/carpet 46,620, decanting of tenants 1,000, gas connection charges 3,121, CDM Co-ordinator 4,402 and professional services 49,204, making a total expenditure of 1,253,347.

 

(iv) DRYBURGH 2ND DEVELOPMENT - HEATING ONLY

 

The Committee agreed to accept a partnering project offer with McGill Electrical Ltd, Dundee for 361,800, together with allowances for decoration 8,320, carpet 2,240, decanting of tenants 1,000, CDM Co-ordinator 2,147 and professional services 25,853, making a total expenditure of 401,360.

 

(v) CITY ROAD 2ND DEVELOPMENT - HEATING, KITCHENS, BATHROOMS AND SHOWERS

 

The Committee agreed to accept a partnering project offer with McGill Electrical Ltd, Dundee for 474,500, together with allowances for decoration 10,000, carpet 2,000, decanting of tenants 2,000, gas connection charges 28,822, CDM Co-ordinator 2,662 and professional services 21,136, making a total expenditure of 541,120.

 

(vi) CRAIGIE 3RD DEVELOPMENT - HEATING, KITCHENS, BATHROOMS AND SHOWERS

 

The Committee agreed to accept a partnering project offer with Dundee Contract Services for 509,300, together with allowances for decoration 17,680, carpet 1,620, decanting of tenants 1,000, gas connection charges 23,669, CDM Co-ordinator 2,765 and professional services 30,309, making a total expenditure of 586,343.

 

(vii) MID-CRAIGIE 4TH AND MANOR PLACE, BROUGHTY FERRY - HEATING, KITCHENS, BATHROOMS AND SHOWERS

 

The Committee agreed to accept the lowest offer by McGill Electrical Ltd, Dundee for 343,218, together with allowances for redecoration of elderly tenants' houses 10,000, decoration 7,200, carpet 9,600, decanting of tenants 1,500, gas connection charges 373, CDM Co-ordinator 2,073 and professional services 25,140, making a total expenditure of 399,104.

 

(viii) VARIOUS HOUSES - PERIODIC ELECTRIC TESTING

 

The Committee agreed to accept a partnering project offer with McGill Electrical Ltd, Dundee for 57,000, together with an allowance of 5,700 for professional services, making a total expenditure of 62,700.

 

(ix) VARIOUS HOUSES - PERIODIC ELECTRIC TESTING

 

The Committee agreed to accept a partnering project offer with Dundee Contract Services for 57,000, together with an allowance of 5,700 for professional services, making a total expenditure of 62,700.

 

IV TENDERS RECEIVED BY CITY ENGINEER

 

There was submitted Report No 562-2010 by the City Engineer detailing tenders received and requesting a decision thereon:-

 

(i) DEMOLITION MAXWELLTOWN MSD - MAXWELLTOWN AND CARNEGIE TOWERS AND CONCIERGE BUILDING

 

The Committee agreed to accept the offer from Safedem Ltd for 1,564,764, together with allowances for contingencies 30,000, public utilities 10,000, professional fees 39,000, specialist explosives consultant 19,000 and CDM Co-ordinator 4,000, making a total expenditure of 1,666,764.

 

V DEMOLITION OF 1 - 78 MURRAYFIELD WALK, WHITFIELD, DUNDEE

 

There was submitted Report No 584-2010 by the Director of Housing seeking approval for the demolition of 78 properties at 1- 78 Murrayfield Walk, Dundee.

 

The Committee agreed to:-

 

(i) declare surplus and demolish 78 flats at 1 - 78 Murrayfield Walk;

 

(ii) remit the Director of Housing to award priority rehousing status to the remaining tenants, together with the statutory Home Loss payment of 1,500 and to manage the rehousing process in accordance with the details contained in paragraph 4.9 of the report;

 

(iii) remit to the Director of City Development to prepare tenders and seek offers for demolition and post demolition treatment at the appropriate time; and

 

(iv) remit to the Director of Housing to bring forward proposals for redevelopment at the appropriate time, with a potential estimated receipt of 160,000 to support delivery of the SHQS.
