The minute of meeting of this Committee of 25th October, 2010 was held as read.

I OUTCOME OF CONSULTATION REPORT ON PROPOSED RELOCATION OF EASTERN PRIMARY SCHOOL

 

It was reported that a request had been received for a deputation to address the Committee in relation to objections to proposals contained in the above report. The Committee agreed to hear the deputation. After the deputation had stated their case, they were thanked for their attendance and withdrew.

 

There was submitted Report No 658-2010 by the Director of Education outlining the formal Consultation Report in terms of the Schools (Consultation) (Scotland) Act 2010, on the proposal to relocate permanently Eastern Primary School to the building formerly occupied by Grove Academy.

 

The Committee agreed to:-

 

(i) note the contents of the Committee report;

 

(ii) note the accompanying Consultation Report, including the report by Her Majesty's Inspectorate of Education (HMIe) on the proposal;

 

(iii) relocate permanently Eastern Primary School to the site of the old Grove Academy building;

 

(iv) establish a Project Board to consider inter alia the issues of traffic movement, travel and pupil safety: the Board would be chaired by the Chief Executive and the membership would comprise elected members (Convener of the Education Committee and Ward Councillors), Director of Education, the Head Teachers of Eastern Primary and Grove Academy, two Parent Council members from each of Eastern Primary and Grove Academy, one Teacher Union representative, one Community Council representative, a representative from Tayside Police, and any other relevant officer as the Director of Education or Chief Executive deemed appropriate;

 

(v) instruct the Director of Education to report back to the Education Committee no later than June 2011 on the work of the Project Board; and

 

(vi) instruct the Director of Education to begin work to allow Eastern Primary School to relocate in August 2011.

 

II HARRIS ACADEMY - ESTABLISHMENT OF PROJECT BOARD

 

There was submitted Report No 656-2010 by the Director of Education seeking Committee approval to establish a Project Board to direct the Capital Projects Team during the process of arriving at a design solution that meets Historic Scotland's criteria and delivers the required educational functionality.

 

The Committee approved the establishment of a Project Board comprising elected members (Convener of Education and Ward Councillors), the Chief Executive, Director of Education, City Architectural Services Officer, Head Teacher of the school, two Parent Council members, one Teacher Union Representative, Capital Projects Director, Capital Projects Finance Manager, Capital Projects Education Adviser and Senior Project Manager (Architectural Services).

 

The Committee further agreed that a representative of Harris Academy Former Pupils be a member of the Project Board.
