I THE CHARTER OF RIGHTS FOR PEOPLE WITH DEMENTIA AND THEIR CARERS IN SCOTLAND

 

There was submitted Report No 704-2010 by the Director of Social Work drawing attention to the Charter of Rights for People with Dementia and their Carers in Scotland (the Charter) and to seek approval of the Committee to formally endorse and adopt the Charter. A copy of the Charter was attached to the report.

 

The Committee agreed to formally endorse and adopt the Charter of Rights for People with Dementia and their Carers in Scotland.

 

II THE ANNOUNCED INSPECTION OF OUT AND ABOUT - SUPPORT SERVICE (WITHOUT CARE AT HOME) BY THE CARE COMMISSION ON 8TH SEPTEMBER, 2010

 

There was submitted Report No 693-2010 by the Director of Social Work on the findings of the announced inspection by the Care Commission of the Out and About Service. A copy of the Care Commission Inspection Report was attached to the report.

 

The Convener, seconded by Councillor Lynn, moved that the report be noted.

 

As an amendment, Bailie Wright, seconded by Councillor Keenan, moved that the report be referred to the Scrutiny Committee for consideration.

 

On a division, there voted for the motion - the Convener, Councillors Guild, Black, Bowes, Andy Dawson, Will Dawson, Duncan, Fordyce, Hunter, Lynn, Melville, Roberts, Ross, Hay, Macpherson, Bailies Sawers, Wallace, Scott, Lord Provost Letford and Depute Lord Provost Borthwick (20); and for the amendment - Councillors Keenan, Asif, Bidwell, Ferguson, Gordon, McCready, Bailies Regan and Wright (8) - whereupon the motion was declared carried and the report was noted.

III THE ELMS - CHANGE OF SERVICE PROVISION FROM CLOSE SUPPORT TO EMERGENCY/SHORT-TERM YOUNG PERSONS RESIDENTIALRESOURCE

 

There was submitted Report No 719-2010 by the Director of Social Work seeking approval to agree the mechanism to proceed with a project in the 2010/2013 Capital Plan to allow the change in service provision at The Elms residential unit for young people, from close support to emergency/short-term resource for young people requiring residential care.

 

The Convener, seconded by Councillor Lynn, moved that:-

 

(i) the proposed changes to the residential unit at a total cost of 249,948, inclusive of professional fees, be agreed;

 

(ii) the City Architectural Services Officer be instructed to negotiate with a suitable partnering contractor to obtain an Agreed Maximum Price for the works within the available budget; and

 

(iii) the Depute Chief Executive (Support Services) be authorised, in conjunction with the Director of Social Work and the Director of Finance, to issue an acceptance to the successful contractor to carry out the works.

 

As an amendment, Bailie Wright, seconded by Councillor Keenan, moved that the spend be deferred until the Council budget was set on 10th February, 2011. At that time (10th February, 2011), these funds could be used as per this report or as part of the budget process be reassigned against competing budget priorities. Deferring this item would allow Council time to fully assess the competing priorities as the full financial position was made clear to the public and every member of this Council for scrutiny and consideration.

 

On a division, there voted for the motion - the Convener, Councillors Guild, Black, Bowes, Andy Dawson, Will Dawson, Duncan, Fordyce, Hunter, Lynn, Melville, Roberts, Ross, Bailie Sawers and Lord Provost Letford (15); and for the amendment - Councillors Keenan, Asif, Bidwell, Ferguson, Gordon, McCready, Hay, Macpherson, Bailies Regan, Wright, Wallace, Scott and Depute Lord Provost Borthwick (13) - whereupon the motion was declared carried.
