The minute of meeting of this Committee of 24th January, 2011 was held as read.

I DALLFIELD COMMUNITY ENERGY SAVING PROJECT

 

There was submitted Report No 8-2011 by the Director of Housing seeking approval of the Dallfield Community Energy Saving Project to install district heating, external insulation and upgrade kitchens and bathrooms at Dallfield Multi-Storey Development (MSD) and associated low rise flats, carried out as part of the Community Energy Saving Programme (CESP).

 

The Committee:-

 

(i) agreed the contents of the report;

 

(ii) agreed the funding by Scottish Gas of an additional staff resource for a period of 18 months and noted that the Director of Housing and Head of Personnel would progress this via the established change process; and

 

(iii) authorised the Director of Housing to enter into an agreement with Scottish Gas to secure the project.

 

II HOUSING DEPARTMENT IMPROVEMENT PLAN PROGRESS

 

There was submitted Report No 74-2011 by the Director of Housing reporting on progress on the Improvement Plan agreed with the Scottish Housing Regulator.

 

The Committee noted the progress on the implementation of the Improvement Plan up to November 2010 and agreed that, as part of the commitment to Public Performance Reporting, the report be added to the Plans and Performance section of the Council's website.

 

III REGISTERED TENANT ORGANISATIONS (ADMINISTRATION GRANTS)

 

There was submitted Agenda Note AN14-2011 advising that a request for grant assistance towards administration costs for 2010/2011 had been received from Dudhope Tenants' and Residents' Association.

 

The Committee agreed to grant assistance of 230, as requested.

 

IV TENDERS RECEIVED

 

There was submitted Report No 92-2011 by the City Architectural Services Officer detailing offers received for the undernoted project:-

 

(a) CLYDE PLACE AND LAWTON ROAD SHELTERED COMPLEXES - KITCHEN UPGRADES

 

The Committee agreed to accept the offer from Dundee Contract Services in the sum of 8,288.30 to which required to be added allowances of 1,016 for professional services, giving a total expenditure of 9,304.30.

 

V SUPPLY OF VEHICLES AND PLANT 2010/2011

 

There was submitted Report No 25-2011 by the Director of Contract Services seeking authority for the purchase of replacement vehicles and plant required by the Contract Services Department to maintain operational efficiency.

VI MARCHBANKS DEPOT ROAD PATCHING WORKS

 

There was submitted Agenda Note AN15-2011, advising that an inspection of the road surface at the Waste Management Marchbanks Depot had recently been carried out and a number of patching works identified, as necessary.

 

In order to ensure that these works were completed as soon as practicable, the City Engineer obtained the agreement of the Chief Executive to include this work within the existing Partnership Agreement with Tayside Contracts for delivering the road maintenance and minor road works service. An offer of 34,100 was obtained from Tayside Contracts for the works which could be completed this financial year.

 

The total value associated with these works, including an allowance for fees of 3,200, preliminaries of 1,705, and contingencies of 3,410 was 42,415.

 

The Committee approved the foregoing.

 

VII LEASE OF WORKSHOP EQUIPMENT

 

There was submitted Report No 68-2011 by the Head of Waste Management seeking authority for leasing arrangements for a replacement set of heavy goods vehicle lifts for use in the Waste Management Department's vehicle workshops at Marchbanks Depot.

 

The Committee agreed to accept the undernoted offers to lease the equipment detailed:-

VIII TENDER FOR THE SUPPLY OF AIR QUALITY MONITORING EQUIPMENT

 

There was submitted Report No 66-2011 by the Head of Environmental Health and Trading Standards seeking approval for the purchase and installation of Static Air Quality Monitoring Unit from Casella Monitor.

 

The Committee:-

 

(i) agreed the content of the report and accepted the tender offer from Casella Monitor to supply and install the Static Air Quality Monitoring Unit, as specified within the Schedule of the tender documentation for the sum of 28,786; and

 

(ii) agreed that the City Engineer arrange the installation of the equipment which was expected to be completed by the end of March 2011, at an estimated cost of 10,500, subject to final pricing from the Contractor.
