The minute of meeting of this Committee of 14th November, 2011 was held as read.

I MILL OF MAINS REGENERATION PHASE 2 RE-HOUSING

 

Councillor Brian Gordon declared a non-financial interest in this item of business by virtue of being a resident of the area.

 

The Director of Housing declared a non-financial interest in this item of business by virtue of her partner's employment with Home Scotland.

 

On a reference to Article I of the minute of meeting of the City Development Committee of 1st July, 2009, when the finalised draft Masterplan for Mill OMains was adopted as supplementary planning guidance to the Dundee Local Plan Review 2005, there was submitted Report No 521-2011 by the Chief Executive seeking approval for demolitions, re-housing and repurchases required to implement the regeneration Masterplan for Mill OMains, as detailed in the report.

 

The Committee:-

 

(i) agreed to the demolition of the following 61 flats and lock-up garages in order to facilitate the allocation of new build houses from Phase 1 Construction of the Mill OMains Masterplan by Home Scotland Housing Association and in order to clear land to enable Phase 3 construction of the Masterplan to be achieved: 12 Foula Terrace; 23 Hebrides Drive; 24 Hebrides Drive; 1 Harris Terrace; 2 Harris Terrace; 25 Lewis Terrace; 26 Lewis Terrace; 4 Lismore Terrace; 5 Lismore Terrace; 10 Lismore Terrace; 11 Lismore Terrace; and lock-up garages at 21-27 Hebrides Drive and 1-7 Lewis Terrace (lock-up garages);

 

(ii) remitted the Director of Housing to stop letting the flats listed in paragraph (i) above with immediate effect;

 

(iii) remitted the Director of Housing to award redevelopment priority status for re-housing, together with the statutory Home Loss payment to remaining tenants; and

 

(iv) remitted the Director of City Development to enter into negotiations with owners to repurchase 13 flats on a without prejudice basis and remitted the Director of Housing to award the appropriate financial and re-housing package.

 

II INSPECTION OF SHELTERED HOUSING WARDEN SERVICE BY THE CARE INSPECTORATE

 

There was submitted Report No 523-2011 by the Director of Housing reporting on findings of the Care Inspectorate inspection of the Sheltered Housing Warden Service.

 

The Committee:-

 

(i) noted the contents of the report; and

 

(ii) instructed the Director of Housing to monitor progress towards meeting the areas for improvement contained in the report.

 

III TENDERS RECEIVED

 

There was submitted Report No 542-2011 by the City Architectural Services Officer detailing tenders received and requesting decisions thereon:-

 

(a) GLENESK AVENUE SHELTERED LOUNGE - LIGHTING UPGRADE

 

The Committee agreed to a negotiated contract with the Environment Department (Construction Services), amounting to the sum of 9,724.05, to which required to be added allowances of 681 for professional services, making a total expenditure of 10,405.05.

 

(b) ST COLUMBA GARDENS SHELTERED COMPLEX - WARDEN CALL SYSTEM REPLACEMENT

 

The Committee agreed to a partnering project with McGill Electrical Ltd, Dundee, amounting to 42,055.02, to which required to be added allowances of 4,703 for professional services, making a total expenditure of 46,758.02.

 

IV REGISTERED TENANT ORGANISATIONS - ADMINISTRATION GRANTS

 

There was submitted Agenda Note AN192-2011 advising that a request for grant assistance towards administration costs for 2011/2012 had been received from the Garden Area Residents Association. (Whitfield Gardens/Murrayfield Gardens area).

 

The Committee agreed to grant assistance of 137, as requested.
