At a MEETING of the DUNDEE LICENSING FORUM held at Dundee on 24th March, 2009.

II PRESENTATION - YOUNG SCOT - PASS (PROOF OF AGE STANDARDS SCHEME)

 

Mr Arnie Yule gave a presentation on the PASS (Proof of Age Standards Scheme), detailing:-

 

- the background of Young Scot, the national youth information and citizenship agency for Scotland;

 

- the PASS scheme itself, including security aspects and methods of distribution;

 

- new PASS retailer packs; and

 

- future proposals.

 

He thereafter answered questions from members of the Forum and was thanked for a very interesting and informative presentation.

 

The Forum expressed support for the scheme and indicated their willingness to raise awareness of the scheme, through the Licensing Standards Officers (C. Somers to progress).

 

III MINUTE OF MEETING OF DUNDEE LICENSING FORUM OF 9TH DECEMBER, 2008

 

The minute of the above meeting was submitted and approved.

 

IV MATTERS ARISING

 

(a) LIAISON BETWEEN LICENSING BOARD AND LICENSING FORUM

 

The Chairman advised that he had met with the Chairman of the Board to discuss this matter and it had been agreed that the Forum and Board should meet on a more regular basis, possibly three times a year.

 

In addition, members of the Forum would be welcome to attend the Board as observers, and vice‑versa.

 

(b) REPRESENTATION ON THE FORUM

 

It was reported that efforts were being made to widen representation on the Forum in respect of young people (through Community Groups and the Youth Parliament) and the wider community (through Community Safety Panels).

 

V FOCUS ON ALCOHOL UPDATE

 

Steven Dalton gave an update on the progress of the Focus on Alcohol Scoping Exercise in Dundee City. It appeared that the proposal had been welcomed enthusiastically by the various partners involved. A presentation of the findings to date had been delivered on 13th March, 2009 by Eileen McArthur, and this included recommended options for an alcohol project for the city. A further report would be submitted to the DAAT in the near future; in the meantime, any interested member could be provided with details of the interim findings. (Contact S. VI DUNDEE PARTNERSHIP FORUM ON ALCOHOL MISUSE - UPDATE

 

Steven Dalton and the Chairman gave an update on the above event which had taken place on 18th March, 2009 and had been attended by a number of Forum members. The event had considered the effects of alcohol misuse and how the partners could work together to tackle it. The event had featured presentations from Mike Palmer, Head of Alcohol and Policy Unit, Scottish Government; Dr Brian Kidd, Chair of Dundee City DAAT; Superintendent Colin McKay of Tayside Police; Dr. Kirsty Licence, Department of Public Health, NHS Tayside; and Alan Baird, Director of Social Work, Dundee City Council. Copies of the presentations could be provided to any interested member. (Contact S Dalton or A Singleton).

 

A further report would be produced following discussions at the event on priorities for further action and opportunities for further collaboration.

 

VII LICENSING AND THE PUBLIC HEALTH INITIATIVE - UPDATE

 

It was reported that a Sub-Group had been set up to consider this further. This Group would comprise Kirsty Licence, Steven Dalton, Liz Kay and Carole Robertson (co-opted), together with any other interested members of the Forum. This meeting would take place on 7th April, 2009 at 2 pm. Further details would be sent out shortly.

 

VIII A O C B - POLYCARBONATE GLASSES

 

Morag Douglas (Duncan Project) advised that a launch had taken place in respect of the issue of polycarbonate glasses obtained through Cashback for Communities funding. The feedback, both from the trade and other agencies, had been very positive and it was proposed to extend the scheme with additional sponsorship (possible match funding with trade). It was noted that Fat Sams intended to be using exclusively polycarbonate glasses by October 2009 at the latest. Whilst it was noted that the use of such materials was particularly important in respect of nightclubs, consideration should be given to extending it to other areas of the trade in the longer term.

2nd June, 2009 at 2 pm.

 

It was agreed that presentations be given at this meeting by Jimmy Monaghan regarding the role of Tayside Fire and Rescue, and by Morag Douglas into the Best Bar None scheme.
