I DECLARATION OF INTEREST

Councillor Dawson declared a non-financial interest in Article IV by virtue of his employment with Scottish & Southern Energy.

II TENANTS ALLOWANCES UPDATE

On a reference to Article V of the minute of meeting of this Committee of 11th March, 2013, there was submitted Report No 86-2014 by the Director of Housing seeking to upgrade tenants' allowances in line with previous increases.

The Committee agreed that the Tenants' Allowances Scheme be increased in line with inflation (CPI: Consumer Price Index) as detailed in the report, with effect from 1st April, 2014.

III TENDERS RECEIVED

There was submitted Report No 100-2014 by the City Architect detailing tenders received and requesting decisions thereon:-

(a) CRAIGIE DRIVE 4TH AND CRAIGIE 7TH DEVELOPMENT - HEATING, KITCHENS AND BATHROOMS

The Committee agreed to a negotiated project with the Environment Department (Construction Services) amounting to 792,424, together with the undernoted allowances:-

giving a total expenditure of 925,366.04.

(b) DOUGLAS AND ANGUS 15TH DEVELOPMENT - HEATING, KITCHENS AND BATHROOMS

The Committee agreed to a negotiated project with the Environment Department (Construction Services) amounting to 215,311, together with the undernoted allowances:-

giving a total expenditure of 249,928.44.

(c) BRACKENS COTTAGES AND FLATS - HEATING, KITCHENS AND BATHROOMS

The Committee agreed to a negotiated project with the Environment Department (Construction Services) amounting to 619,849, together with the undernoted allowances:-

giving a total expenditure of 712,227.17.

(d) MENZIESHILL 13TH DEVELOPMENT - HEATING, KITCHENS AND BATHROOMS

The Committee agreed to a negotiated project with the Environment Department (Construction Services) amounting to 371,504, together with the undernoted allowances:-

giving a total expenditure of 451,801.84.

(e) MIDMILL DEVELOPMENT - HEATING, KITCHENS AND BATHROOMS

The Committee agreed to a negotiated project with the Environment Department (Construction Services) amounting to 288,913, together with the undernoted allowances:-

giving a total expenditure of 334,042.61.

(f) STRIPS OF CRAIGIE COTTAGES AND FLATS AND MID CRAIGIE 4TH DEVELOPMENT - HEATING, KITCHENS AND BATHROOMS

The Committee agreed to a negotiated project with the Environment Department (Construction Services) amounting to 260,361, together with the undernoted allowances:-

giving a total expenditure of 302,723.69.

(g) WHITFIELD 1ST DEVELOPMENT - HEATING, KITCHENS AND BATHROOMS

The Committee agreed to a negotiated project with the Environment Department (Construction Services) amounting to 505,617, together with the undernoted allowances:-

giving a total expenditure of 572,838.45.

(h) CAMPERDOWN 2ND, 3RD, 4TH COTTAGES AND 8TH DEVELOPMENT - BOILER ONLY RENEWAL INSTALLATION

The Committee agreed to a negotiated project with the Environment Department (Construction Services) amounting to 221,922, together with the undernoted allowances:-

giving a total expenditure of 244,485.37.

(i) DOUGLAS AND ANGUS 6TH DEVELOPMENT - BOILER ONLY RENEWAL INSTALLATION

The Committee agreed to a negotiated project with the Environment Department (Construction Services) amounting to 298,264, together with the undernoted allowances:-

giving a total expenditure of 331,808.44

(j) DOUGLAS AND ANGUS 2ND AND 3RD COTTAGES - HEATING AND BOILER ONLY RENEWAL INSTALLATION

The Committee agreed to a negotiated project with the Environment Department (Construction Services) amounting to 322,600, together with the undernoted allowances:-

giving a total expenditure of 383,137.

(k) STRATHMORE STREET/BALMOSSIE DEVELOPMENT AND STRATHMORE STREET 2ND DEVELOPMENT - HEATING, KITCHENS AND BATHROOMS

The Committee agreed to a partnering project with McGill Electrical Ltd, Dundee amounting to 1,080,608, together with the undernoted allowances:-

giving a total expenditure of 1,232,663.68.

(l) FORTHILL EXTENSION/NURSERY ROAD COTTAGES, LONG LANE AND MANOR PLACE, DRYBURGH FARMHOUSE, CORSO STREET AND FOREBANK TERRACE DEVELOPMENTS - HEATING, KITCHENS AND BATHROOMS

The Committee agreed to a partnering project with McGill Electrical Ltd, Dundee amounting to 217,936, together with the undernoted allowances:-

giving a total expenditure of 245,888.56.

(m) HILLTOWN WEST PHASES 1, 2, 3 AND 4 - BOILER ONLY RENEWAL INSTALLATION

The Committee agreed to a partnering project with McGill Electrical Ltd, Dundee amounting to 370,696, together with the undernoted allowances:-

giving a total expenditure of 412,247.16.

(n) HILLTOWN 1ST AND 2ND, BYRON STREET TENEMENTS, DUDHOPE FLATTED, MAGDALENE KIRKTON SHELTERED, PEDDIE STREET, ST MARY'S 10TH AND WEST KIRKTON 5TH DEVELOPMENTS - HEATING, KITCHENS AND BATHROOMS

The Committee agreed to a partnering project with McGill Electrical Ltd, Dundee amounting to 790,500, together with the undernoted allowances:-

giving a total expenditure of 882,074.50.

(o) INDIVIDUAL HOUSES 2014/2015 - HEATING, KITCHENS AND BATHROOMS

The Committee agreed to a partnering project with McGill Electrical Ltd, Dundee amounting to 344,000, together with the undernoted allowances:-

giving a total expenditure of 393,240.

(p) VARIOUS DOMESTIC PROPERTIES - REMEDIAL WORK TO GAS SUPPLIES

The Committee agreed to a negotiated project with the Environment Department (Construction Services) amounting to 275,000, together with the undernoted allowances:-

giving a total expenditure of 298,375.

IV HOME ENERGY EFFICIENCY PROGRAMMES - AREA BASED SCHEMES, UPDATE

On a reference to Article V of the minute of meeting of this Committee of 9th September, 2013, there was submitted Report No 118-2014 by the Director of Housing updating the Committee on the effects of the Chancellor's Autumn Statement on the availability of ECO funding for energy efficiency projects and the consequences for Dundee City Council's planned external wall insulation programme.

The Committee agreed:-

(i) external wall insulation at the 236 Boots properties in Graham Street 1st Development proceed following negotiation with SSE using HEEPS:ABS and ECO funding;

(ii) external wall insulation to the 264 properties at the Boots Lawton Development proceed following negotiation with Environment Department (Construction Services) utilising Housing Capital Funding and HEEPS:ABS (Home Energy Efficient Programme Scotland: Area Based Schemes) funding; and

(iii) the remaining three areas that were part of the original 1,412 property project, approved at the Housing Committee, 9th September, 2013 (and further solid-wall and non-traditional properties) be included in a Framework Tender for external wall insulation, covering the period 2014-2017, utilising Housing Capital Funding, HEEPS:ABS and any available ECO funding.
