II TENANTS ALLOWANCES UPDATE

 

On a reference to Article V of the minute of meeting of this Committee of 11th March, 2013, there was submitted Report No 86-2014 by the Director of Housing seeking to upgrade tenants' allowances in line with previous increases.

 

The Committee agreed that the Tenants' Allowances Scheme be increased in line with inflation (CPI: Consumer Price Index) as detailed in the report, with effect from 1st April, 2014.

IV HOME ENERGY EFFICIENCY PROGRAMMES - AREA BASED SCHEMES, UPDATE

 

On a reference to Article V of the minute of meeting of this Committee of 9th September, 2013, there was submitted Report No 118-2014 by the Director of Housing updating the Committee on the effects of the Chancellor's Autumn Statement on the availability of ECO funding for energy efficiency projects and the consequences for Dundee City Council's planned external wall insulation programme.

 

The Committee agreed:-

 

(i) external wall insulation at the 236 Boots properties in Graham Street 1st Development proceed following negotiation with SSE using HEEPS:ABS and ECO funding;

 

(ii) external wall insulation to the 264 properties at the Boots Lawton Development proceed following negotiation with Environment Department (Construction Services) utilising Housing Capital Funding and HEEPS:ABS (Home Energy Efficient Programme Scotland: Area Based Schemes) funding; and

 

(iii) the remaining three areas that were part of the original 1,412 property project, approved at the Housing Committee, 9th September, 2013 (and further solid-wall and non-traditional properties) be included in a Framework Tender for external wall insulation, covering the period 2014-2017, utilising Housing Capital Funding, HEEPS:ABS and any available ECO funding.
