I DECLARATION OF INTEREST

 

Bailie Borthwick declared a non-financial interest by virtue of a family member being a serving Police Officer.

 

II VALEDICTORY - CHIEF SUPERINTENDENT HAMISH MACPHERSON

 

The Convener paid tribute to Chief Superintendent Hamish Macpherson, who was to take up a position in Project 16, an IT project within Police Scotland, and thanked him for services rendered by him as Local Police Commander.

 

III LOCAL FIRE AND RESCUE SERVICE PLAN 2014-2017

 

There was submitted Report No 148-2014 by Area Manager Stapley outlining the methodology applied to determine the priorities and objectives for inclusion within the Dundee City Local Fire and Rescue Plan 2014-2017, including the process of engagement and consultation. It also provide an overview of how the plan would contribute to both national and local planning frameworks.

 

The Committee agreed to:-

 

(i) approve the Local Fire and Rescue Plan 2014-2017 for implementation on 1st April, 2014; and

 

(ii) note the details within the report that outlined the methodology used to determine local priorities and objectives, and the relationship to national framework.

 

IV SCOTTISH FIRE AND RESCUE SERVICE QUARTERLY PERFORMANCE REPORT OCTOBER - DECEMBER, 2013

 

There was submitted Report No 149-2014 by Area Manager Stapley containing performance information relating to the third quarter (October-December) of 2013/2014 on the performance of the Scottish Fire and Rescue Service in support of member scrutiny of local service delivery, and providing information regarding the performance of the Scottish Fire and Rescue Service, against the performance indicators and targets detailed within the interim Dundee Fire and Rescue Plan 2013/2014, to facilitate local scrutiny.

 

The Committee agreed to note, scrutinise and question the content of the report.

 

V SERVICE LEVEL AGREEMENT BETWEEN DUNDEE CITY COUNCIL PARTNERSHIP AND POLICE SCOTLAND

 

There was submitted Report No 8-2014 by the Director, Leisure and Communities providing detailed information on the impact of the Service Level Agreement between the Dundee City Council and Police Scotland for the period 2014-2017 and seeking approval for the establishment of a new three year Service Level Agreement for the period 2014-2017.

 

The Committee agreed to remit to the Director, Leisure and Communities to enter into a Service Level Agreement between Dundee City Council and Police Scotland from 1st April, 2014 to 31st March, 2017 for the delivery of the following services:-

 

(i) Provision of strategic assessments and community intelligence reports by the Community Intelligence Unit for the Dundee Community Safety Partnership and local analytical reports for Local Community Planning Partnerships and partner agencies;

 

(ii) Provision of mobile CCTV coverage across Dundee;

 

(iii) Police support for the DUNCAN (Dundee Co-ordinated anti-crime Unit)/Safer City Initiatives; and

 

(iv) Dedicated resources for the Police Scotland Safer Communities Unit.

 

VI DUNDEE COMMUNITY SAFETY PARTNERSHIP COMMISSIONING BUDGET 2014/2015

 

There was submitted Report No 150-2014 by the Director, Leisure and Communities seeking approval for the Dundee Community seeking approval for the Dundee Community Safety Partnership Commissioning Budget 2014/2015.

 

The Committee agreed to approve the proposed funding allocations to support the delivery of the intermediate outcomes detailed in the Single Outcome Agreement: Outcome 6.0 - Our Communities will be safe and feel safe.

 

VII CITY OF DUNDEE LOCAL POLICING AREA - PERFORMANCE RESULTS - 1ST APRIL, 2013 TO 31ST JANUARY, 2014

 

There was submitted Report No 153-2014 by Chief Superintendent Macpherson of Police Scotland providing members with local policing performance results for the quarter 1st April, 2013 to 31st January, 2014.

 

The Committee noted and scrutinised the report.

 

VIII POLICE SCOTLAND - OPERATIONAL ISSUES REPORT (PART 1)

 

There was submitted Report No 154-2014 by Chief Inspector Trickett and Inspector Ogilvie of Police Scotland providing members with background operational information to the performance information.

 

The Committee noted and scrutinised the operational report.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted items of business on the grounds that they involved the likely disclosure of exempt information as defined in paragraph 14 of Part I of Schedule 7A of the Act.

 

IX DRAFT LOCAL POLICING PLAN

 

There was submitted Report No 155-2014 by Chief Superintendent Macpherson of Police Scotland providing information on the Draft Local Police Plan.

 

The Committee agreed to note the content of the report.

 

X POLICE OPERATIONAL ISSUES (PART 2)

 

Chief Inspector Trickett gave a verbal update to members on operational issues.
