I DECLARATIONS OF INTEREST

 

Councillors Dawson, Campbell and Gordon declared a non-financial interest in Item VII by virtue of their membership of Tactran.

 

II CAR PARKING VARIABLE MESSAGE SIGN SYSTEM

 

There was submitted Agenda Note AN216-2014, advising that the Council had a Car Parking Variable Message Sign system (VMS) that informed car drivers of vacant spaces within car parks around the city centre. The system was installed and is maintained by a company called SWARCO and their maintenance contract required to be renewed to ensure that the system remained fully operational.

 

The Committee therefore agreed to extend the maintenance contract at a cost of 17,700.55 for one year.

 

III TREE PRESERVATION ORDER 03/2014 - LAND AT 1 NORRIE STREET, BROUGHTY FERRY

 

There was submitted Agenda Note AN217-2014, advising that on 12th August, 2014, the Council made a Tree Preservation Order on the above-mentioned site in order to protect a rare mature black walnut tree located in the front garden and that no objections had been received thereto.

 

The Committee therefore authorised the Head of Democratic and Legal Services and Director of City Development to undertake the necessary procedures and confirm the above Tree Preservation Order.

 

IV CIVIC GOVERNMENT (SCOTLAND) ACT 1982 - STREET NAMES - SITE TO THE WEST OF ST MARTINCRESCENT, DUNDEE

 

There was submitted Agenda Note AN218-2014, advising of the results of consultation in respect of the proposed new street names for the development to the west of St Martin Crescent, Dundee.

 

In accordance with the existing theme in this area of engineers/architects with a connection to Dundee, the Committee approved the following new street names:-

 

?                                             Adam Crescent (St Martin Crescent to west); and

 

?                                             Adam Drive (Proposed Adam Crescent to west).

 

V DUNDEE CITY COUNCIL (VARIATION OF WAITING RESTRICTIONS) ORDER

 

There was submitted Agenda Note AN219-2014, making reference to Article V of the minute of meeting of this Committee held on 28th October, 2013, wherein the Committee authorised the preparation of an Order to effect the changes to the waiting restrictions in the relevant Traffic Regulation Orders for Dundee.

 

It was reported that the proposed Order was duly drafted and, during the consultation period, no objections had been received.

 

The Committee accordingly authorised publication of the Order as drafted.

 

VI TRAFFIC REGULATION ORDERS REQUIRED FOR CAR CLUB AND ELECTRIC VEHICLE CHARGING POINTS

 

There was submitted Report No 226-2014, making reference to Article IV of the minute of meeting of this Committee of 25th August, 2014, wherein proposals to support the development of an expanded car club in Dundee was approved.

 

The report identified a number of potential sites for car club bays and electric vehicle charging infrastructure, as detailed below:-

 

1 Courthouse Square (west side) - immediately north of Ward Road

2 Perth Road (north side) - immediately west of Mid Wynd

3 Perth Road (south side) - immediately west of Shepherd's Loan

4 Queen Street Car Park (Broughty Ferry)

5 Shore Terrace Car Park

6 South Tay Street Car Park

7 Bank Street Car Park (Lochee)

 

Detailed on-site review and mains electricity supply potential had been assessed and, in addition to the potential sites for car club bays listed in that report, permission was sought to commence the preparation of Traffic Regulation Orders for the locations listed below in order to create additional on‑street capacity for car club bays and public electric vehicle charging points.

 

1 Nethergate (south side) - immediately east of Seabraes Lane

2 Trades Lane (west side) - immediately north of Allan Lane

3 Panmure Street (north side) - immediately west of Meadowside

4 South Tay Street (east side) - immediately north of Palais Court

5 Dock Street (north side) - immediately east of Castle Street

6 Meadowside (south side) - immediately east of Barrack Street

7 Johnston Street (south side) - between North Lindsay Street and South Ward Road

 

The Committee approved the commencement of the Traffic Regulation Orders for the above sites.

 

VII ENCLOSE PROJECT - SUSTAINABLE URBAN LOGISTICS PLAN (SULP)

 

There was submitted Report No 360-2014 by the Director of City Development advising the Committee of the progress of the Enclose project and requesting endorsement of the Sustainable Urban Logistics Plan (SULP).

 

The Committee noted and approved the Sustainable Urban Logistics Plan detailed in Appendix A of the report.

 

VIII PLANNING CONTROLS, PAY DAY LENDING AND BETTING OFFICES - SCOTTISH GOVERNMENTCONSULTATION

 

There was submitted Report No 374-2014 by the Director of City Development seeking to confirm the views of the Council in response to the Consultation Paper "Planning Controls, Pay Day Lending and Betting Offices", and to authorise the Director of City Development to issue the response to the Scottish Government by 14th November, 2014.

 

The Committee agreed to:-

 

(a) endorse the recommendations in Appendix 1 to the report as the Council's formal response to the Consultation; and

 

(b) authorise the Director of City Development to issue the formal response to the Scottish Government by 14th November, 2014.

 

IX VACANT AND DERELICT LAND FUND PROGRAMME 2014/2015

 

There was submitted Report No 380-2014 by the Director of City Development advising the Committee that the Scottish Government had allocated a further 1,576,109 under the Vacant and Derelict Land Fund to Dundee for 2014/2015, and seeking approval for the delivery programme for this fund.

 

The Committee agreed to:-

 

(a) note that the Scottish Government had allocated a further 1,576,109 under the Vacant and Derelict Land Fund over the period 2014 to 2015 for the projects in Dundee;

 

(b) note that the Scottish Government had approved the Vacant and Derelict Land Fund programme set out in Appendix 1 to the report as the delivery programme for the period 2014 to 2015;

 

(c) approve the Vacant and Derelict Land Fund programme set out in Appendix 1 to the report as the delivery programme for the period 2014 to 2015; and

 

(d) note that due to changes to the indicators against which the need for funding was assessed it had been determined that Dundee would no longer receive funding from the VDLF.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted items of business on the grounds that they involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part I of Schedule 7A of the Act.

XI CLEAN CLOSE COMPANY

 

There was submitted Report No 351-2014 by the Director of City Development seeking approval for the Council to sell its shares in the Clean Close Company to another party.

 

The Committee approved the sale of the shares on the terms and conditions detailed in the report.

 

XII PURCHASE OF PROPERTY TO EXTEND QUEEN STREET CAR PARK, BROUGHTY FERRY, DUNDEE

 

There was submitted Report No 390-2014, seeking approval for the purchase of two properties at Queen Street, Broughty Ferry, in order to extend Queen Street Car Park.

 

The Committee approved the purchase and the extension to the car park on the terms and conditions detailed in the report.
