II CREATION OF FOOD WASTE TRANSFER STATION AT MARCHBANKS RECLAMATION CENTRE
There was submitted Agenda Note AN237-2014, whereby reference was made to Article II of the minute of meeting of this Committee of 21st April, 2014 which detailed the proposed improvement and expansion of domestic recycling services, including the collection and recycling of food waste.
The introduction of weekly food waste collections would require food waste to be bulk loaded at a food waste transfer station at the Marchbanks Reclamation Centre before being transferred to an appropriate food waste treatment facility. The treatment facility currently used was in Glenfarg, Perth and Kinross.
The food waste transfer station at Marchbanks was regulated by the Animal Health and Veterinary Laboratory Agency (AHVLA) and the Scottish Environmental Protection Agency (SEPA). Changes to the internal infrastructure of the Centre were required to meet compliance with the regulations.
Following consultation with the City Engineers, Environment Department Construction Division had provided an offer of 17,375 for the required infrastructure changes, plus an allowance for professional fees of 5,000.
In addition, two skips would be required to bulk load the food waste. The skips could be purchased through the appropriate Scotland Excel procurement framework at a cost of 9,840.
The Director of Corporate Services advised that the total cost of 32,215 for the infrastructure changes and skips would be met from allowances in the Environment Department's Capital Budget for Recycling Initiatives 2014/2015. The Committee approved the creation of the transfer station and instructed the Director of Environment to proceed with the necessary works.
