I DECLARATION OF INTEREST

 

There were no declarations of interest.

 

II RE-USE PROJECT AT BALDOVIE HOUSEHOLD WASTE AND RECYCLING CENTRE

 

It was reported that a request had been received for a deputation to address the Committee in relation to the above report.

 

After the deputation had stated their case they were thanked for their attendance and withdrew.

 

There was submitted Report No 113-2015 by the Director of Environment advising the Committee of the proposals to develop a Re-use Hub at the Baldovie Recycling Centre.

 

The Committee noted the content of the report and authorised the capital contribution to the project.

 

III SOUTH ROAD SKATEPARK

 

There was submitted Agenda Note AN19-2015 whereby reference was made to Article I of the minute of the meeting of the Leisure, Arts and Communities Committee of 7th December, 2009, which approved the adoption of the Dundee Partnership Outdoor Play and Youth Area Strategy as a framework for the management of Dundees outdoor play and youth area provision. This Strategy identified gaps in the equipped play provision in Menzieshill, Charleston and Lochee and recommended the relocation and improvement of South Road Park play area as a NEAP (Neighbourhood Equipped Area for Play) near to the Multi-Use Games Area at Lynch Sports Centre. The Dundee Partnership Lochee Local Community Plan also identified a need for play areas to be improved and enhanced.

 

Consultation was undertaken with local young people who identified a need for a locally attractive skatepark. Working in partnership with the young people, Council Officers had formed a design brief. Specialist skatepark design companies were asked to prepare costed designs according to the brief, this skatepark would form the first phase of the development of South Road Park.

 

Funding had also been identified for the second phase of the development at the site which would deliver an equipped play space. This would be subject of a further report to Committee in the near future.

 

Proposals were invited for a fixed price tender from three specialist companies for the design and construction of South Road Park Local Skatepark. The tenders were based upon the terms and conditions of ESPO framework agreement ref 115 for the Supply and Provision of Playground Equipment to Dundee City Council Environment Department. An offer was received from Bendcrete Leisure Ltd, Abingdon, Oxfordshire for 58,333. In addition, an allowance of 5,500 had been made for fees and contingencies, giving a total cost of 63,833. This offer and proposals had been approved by sportscotland and had been subject to further consultation with local young people.

 

Following a successful funding application to the Sports Scotland Legacy 2014, Active Places Fund, Dundee City Council were awarded a grant of 35,000 for the design and construction of the skatepark. The Director of Corporate Services advised that the overall costs could be met from the Active Places Grant of 35,000 and the balance of 28,833 from allowances within the Capital Plan 2015/2016 for Environmental Improvements Parks and Open Spaces.

 

The Committee approved the acceptance of the offer from Bendcrete Leisure Ltd and authorised the Director of Environment to progress with these works.

 

IV REGULATORY REFORM (SCOTLAND) ACT 2014

 

There was submitted Report No 111-2015 by the Director of Environment seeking Committee approval for the adoption of the new regulatory measures within the Regulatory Reform (Scotland) Act 2014 to encourage householders to correctly use their waste and recycling containers.

 

The Committee approved the procedures detailed in the report and remitted the Director of Environment accordingly.
