I VALEDICTORY
Prior to the start of the meeting, the Forum paid tribute to Bruce Mackie, former Chairman of Dundee Licensing Board, who had recently died.
II WELCOME AND INTRODUCTIONS
The Chairman welcomed everyone to the meeting and invited them to introduce themselves. He also reminded the Forum of the Licensing Objectives and reported on news stories in the local and trade press since the previous meeting, some of which are covered later in the minute.
III APOLOGIES
Apologies were intimated from Vered Hopkins, Dominic Anderson, Graeme Petrie, Simon Goulding, Paul Howie and Councillors Brian Gordon and Georgia Cruickshank.
IV MINUTE OF MEETING OF DUNDEE LICENSING FORUM OF 2ND DECEMBER 2014
The minute of the above meeting was submitted and approved subject to the addition of Yvonne Tosh to the sederunt.
V TRAINING BY ALCOHOL FOCUS SCOTLAND
The Forum welcomed Linda Bowie of Alcohol Forum Scotland who delivered training including the undernoted issues:-
- the role of the Local Licensing Forum
- the five licensing objectives
- what the Dundee Forum has done well
- where the Dundee Forum could be more effective
- the purpose of Licensing
- how Licensing decisions are made
- Licensing Conditions
- Drinking Patterns
- Impacts of alcohol
- what would help Dundee Forum work better
The training generated considerable discussion, and Linda intimated her willingness to return should the Forum so wish. She was thanked for her very interesting and valuable presentation.
VI RELATIONSHIP BETWEEN ALCOHOL OUTLET DENSITY - ALCOHOL RELATED HARM IN DUNDEE CITY
Information had been circulated following a study which had been carried out into the relationship between alcohol outlet density and alcohol related harm both across the whole of Scotland and in the Dundee City area.
It was agreed to invite Deborah Shipton from Alcohol Focus Scotland to give a presentation to the next Forum meeting.
VII AOCB
(a) TWO PINT GLASSES
Reference was made to a recent news report regarding an establishment serving in two pint glasses to avoid queueing. It was pointed out that serving alcohol in large measures (eg cocktails in pitchers/goldfish bowls) was not a new development.
Members discussed the matter and it was clear that there were a number of different views. AFS were opposed to practice as they felt that smaller measures allowed customers to better monitor their intake.
(b) ALCOHOL IN FOOTBALL GROUNDS
Again reference was made to recent publicity in the press, regarding the above. Similarly members had differing views and it was agreed that there should be more discussion within the Forum on the matter. AFS, advised that they were opposed any change to the present position.
