I DECLARATION OF INTEREST

II WARD 5 - MARYFIELD - RESIGNATION OF COUNCILLOR MELVILLE

 

It was reported, for information, that Councillor Melville had resigned with effect from 5th February, 2016 and that the Returning Officer had arranged for the By-Election to be held on Thursday, 31st March, 2016.

 

The Council noted accordingly.

 

III COMMITTEE STRUCTURES

 

On a reference to Article III of the minute of meeting of the Policy and Resources Committee of 8th June, 2015, there was submitted Report No 73-2016 by the Chief Executive reviewing the Council's Committee Structures in light of Health and Social Care Integration and the revised service delivery and service management arrangements within the Council.

 

The Lord Provost, seconded by Councillor Hunter, moved:-

 

(i) when the Dundee City Integration Joint Board becomes fully operational the current Education and Social Work and Health Committees be replaced by a Children and Families Services Committee;

 

(ii) that scrutiny of Integrated Health and Social Care be carried out by the Policy and Resources Committee;

 

(iii) that the Environment Committee, Housing Committee and Policy and Resources Committee (Police, Fire and Community Safety) be reorganised into two new Committees - the Community Safety and Public Protection Committee and the Neighbourhood Services Committee; and

 

(iv) that the Head of Democratic and Legal Services be remitted to make appropriate amendments to Standing Orders, including the Order of Reference and the Scheme of Delegation of Powers to Officers.

 

As an amendment, Councillor Bidwell, seconded by Councillor Cruickshank, moved approval of the above, subject to paragraph 4.5 of the report being deleted.

 

Paragraph 4.5 - It is proposed that decisions affecting non-teaching staff in schools should, like all other non-teaching staff in other Council services, fall within the Order of Reference to the Policy and Resources Committee, rather than the Children and Families Services Committee, to ensure that such matters are dealt with on an integrated and consistent basis across all Council services".

 

On a division, there voted for the motion - Councillors Guild, Alexander, Black, Bowes, Campbell, Cordell, Dawson, Hunter, Lynn, Murray, Ross, Macpherson, Bailies Sawers and Scott, Lord Provost Duncan and Depute Lord Provost Roberts (16); and for the amendment - Councillors Keenan, Asif, Bidwell, Brennan, Cruickshank, Ferguson, Gordon, McCready, McGovern and Bailies Wright and Borthwick (11) - whereupon the motion was declared carried.
