I WELCOME AND INTRODUCTIONS

 

The Chairman welcomed everyone to the meeting and invited them to introduce themselves,

 

II PRESENTATION SOCIAL HISTORY OF SCOTTISH DRINKING ESTABLISHMENTS

 

Tony Cooke, author of A History of Drinking The Scottish Pub since 1700 gave a presentation on the role of Scottish drinking places in the social development of Scotland, with particular reference to Dundee establishments.

 

There followed questions and a brief discussion after which Mr Cooke was thanked for a very interesting and entertaining presentation.

 

III MINUTE OF MEETING OF DUNDEE LICENSING FORUM OF 1ST SEPTEMBER, 2015

 

The minute of the abovementioned meeting was submitted and approved.

 

IV MATTERS ARISING

 

There were no matters arising which were not covered elsewhere on the agenda.

 

V S.T.A.R. AWARDS UPDATE

 

An update was given on the recent S.T.A.R. Awards Ceremony on 27th September. The Licensing Board would continue to encourage premises to participate in the scheme. It was suggested that as well as a letter form the Board, flyers should be produced and distributed.

 

VI COMMUNITY ENGAGEMENT

 

Blair Findlay reported that Alcohol Focus Scotland had recently produced a paper on community involvement. They had developed a new resource designed to help anyone who would like to have a say on how alcohol impacts on their community. The toolkit explains how the licensing process works in Scotland, and provided some practical tips to help people who want to get involved.

 

He advised that it was proposed to pilot the toolkit in Dundee early 2016, and suggested a short life working group with health and LSO involvement.

 

The community representatives expressed their support of any efforts to encourage dialogue within the community.

 

Blair Findlay also advised of a survey of social attitudes to alcohol in Tayside which involved an online questionnaire which had been designed to learn more about peoples experiences and views in an effort to identify issues, concerns and needs in the region. Results from the survey would help make improvements to the approach of alcohol misuse in Tayside.

 

VII PRESS REPORTS

 

The Chair reminded the Forum of the licensing objectives and reported on matters in the local and trade press since the date of the last meeting. This included:-

 

licensed premises within retail outlets/shopping centres work between nightclubs and police aimed at tackling underage drinking
