I DECLARATION OF INTEREST

 

There were no declarations of interest.

 

II DESIGNATED POLICE COMMANDER

 

There was submitted Agenda Note AN32-2016, whereby members were advised that the Police and Fire Reform (Scotland) Act required that a designated Police Commander be appointed for each Local Authority area in Scotland. Chief Superintendent Eddie Smith would shortly retire and the post of Local Police Commander for Tayside would therefore become vacant. The Chief Constable proposed to appoint Chief Superintendent Paul Anderson as the Local Commander for Dundee, Perth and Kinross and Angus. The Committees approval was sought.

 

In view of the timescales involved this Agenda Note was approved by the Chief Executive, in consultation with Councillor Guild, Councillor Keenan, Bailie Borthwick, Bailie Scott and Councillor Macpherson.

 

III TAYSIDE AND FIFE ENVIRONMENTAL HEALTH AND TRADING STANDARDS RESOURCE SHARING PARTNERSHIP

 

There was submitted Report No 156-2016 by the Executive Director of Neighbourhood Services seeking approval for the Executive Director of Neighbourhood Services to sign a Memorandum of Understanding with Angus, Fife and Perth and Kinross Councils, which detailed the scope and mechanism for sharing resources within the Environmental Health and Trading Standards services.

 

The Committee agreed to:-

 

(i) note the content of this report and the proposed resource sharing potential;

 

(ii) remit the Executive Director of Neighbourhood Services to sign the Memorandum of Understanding (MoU) and commence the shared services arrangements as required; and

 

(iii) note the further ongoing strategic review of Trading Standards in Scotland as outlined in the report.

 

IV SCOTTISH GOVERNMENT PRE-CONSULTATION - REVIEW OF OUR STRATEGIC POLICE PRIORITIES

 

There was submitted Report No 155-2016 by the Executive Director of Neighbourhood Services advising the Committee of the ongoing engagement process being carried out by Scottish Government on the review of Scottish Strategic Police Priorities and seeking approval to submit on behalf of the Council the response included at Appendix 1.

 

The Committee approved the submission of the response included at Appendix 1 of the report to Scottish Government as part of their Review of our Scottish Police Priorities.

 

V COMMUNITY JUSTICE TRANSITION PLAN 2016/2017

 

There was submitted Report No 163-2016 by the Executive Director of Children and Families Service advising the Committee that the Community Justice (Scotland) Bill was passed by Parliament on 11th February, 2016. This report confirmed the details of the Bill and outlined the key components of the local Transition Plan developed in the lead up to the implementation of the new national model for community justice, which would come in effect in April, 2017.

 

The Committee agreed to:-

 

(i) note the statutory requirements placed on the defined set of community justice partners;

 

(ii) note the Dundee Community Planning Partnership Community Justice Transition Plan for 2016/2017; and

 

(iii) instruct the Executive Director of Children and Families to submit a further report to Committee on the first local Community Justice Outcomes Improvement Plan which was due in December, 2016.
