The minute of meeting of this Committee of 14th November, 2016 was held as read.

I DECLARATION OF INTEREST

 

Councillors Keenan, Alexander, Short, Hunter and Bailie Borthwick indicated they had received contact from members of the public relative to Article III.

 

II TRAFFIC ORDERS

 

There was submitted Agenda Note AN95-2016 detailing the undernoted Traffic Orders:-

 

(a) DUNDEE CITY COUNCIL (KINNOULL ROAD, DUNDEE) (STOPPING-UP) ORDER 2016

 

Reference was made to Article V of the minute of meeting of this Committee of 23rd May, 2016 and to Article lll of the minute of meeting of this Committee of 22nd August, 2016, wherein the Committee authorised the preparation of an Order to stop-up an area of road and footway at Kinnoull Road, Dundee.

 

It was reported that the Order was duly prepared and advertised and the relevant statutory undertakers were consulted. No objections were received.

 

The Committee authorised and confirmed the Stopping-Up Order and authorised formal publication of the confirmation, after which the Order would become operative.

 

(b) DUNDEE CITY COUNCIL (PITKERRO ROAD, DUNDEE) (STOPPING-UP) ORDER 2016

 

Reference was made to Article VI of the minute of meeting of this Committee of 22nd August, 2016, wherein the Committee authorised the preparation of an Order to stop-up an area of footway at Pitkerro Road, Dundee.

It was reported that the Order was duly prepared and advertised and the relevant statutory undertakers were consulted. No objections were received.

 

The Committee authorised and confirmed the Stopping-Up Order and authorised formal publication of the confirmation, after which the Order would become operative.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted items of business on the grounds that they involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Schedule 7A of the Act.

 

III DISPOSAL OF LAND AT GILLBURN ROAD, DUNDEE

 

There was submitted Report No 319-2016 by the Executive Director of City Development seeking approval for the sale of land at Gillburn Road, Dundee.

 

Councillor Macpherson moved that no action be taken in relation to the recommendations contained in the report but failed to find a seconder, whereupon the Committee approved the sale on the terms and conditions detailed in the report. Councillor Macpherson asked for his dissent to be recorded.

 

IV SALE OF LAND AT 55 GILLBURN ROAD, DUNDEE

 

There was submitted Report No 365-2016 by the Executive Director of City Development seeking approval for the sale of land at the above address.

 

The Committee approved the sale on the terms and conditions detailed in the report.

 

V SALE OF RESIDENTIAL PROPERTY, DAVIDSON STREET, BROUGHTY FERRY, DUNDEE

 

There was submitted Report No 374-2016 by the Executive Director of City Development seeking approval for the sale of residential property at Davidson Street, Broughty Ferry, Dundee.

 

The Convener, seconded by Councillor Campbell, moved approval of the report as submitted.

 

As an amendment, Bailie Borthwick, seconded by Councillor Macpherson, moved to defer consideration of the report.

 

On a division, there voted for the motion - the Convener, Councillors Guild, Alexander, Black, Bowes, Campbell, Cordell, Hunter, Lynn, McDonald, Murray, Ross and Short, Bailies Sawers and Scott, Lord Provost Duncan and Depute Lord Provost Roberts (17); and for the amendment - Councillors Keenan, Asif, Bidwell, Brennan, Cruickshank, Gordon, McCready and Macpherson and Bailies Wright and Borthwick (10) - whereupon the motion was declared carried.
