I DECLARATIONS OF INTEREST

 

Lord Provost Borthwick and Councillor Dawson declared a non-financial interest by virtue of a family member being a serving police officer.

 

II FIRE AND RESCUE QUARTERLY PERFORMANCE REPORT 1ST OCTOBER, 2017 TO 31ST DECEMBER, 2017

 

There was submitted Report No 124-2018 by Area Manager Pryde providing information for the Committee regarding the performance of the Scottish Fire and Rescue Service against the priorities, outcomes and performance indicators detailed within the Local Fire and Rescue Plan for Dundee 2017-2020, to facilitate local scrutiny.

 

The Committee agreed to note, scrutinise and question the content of the report.

 

III DUNDEE CITY COUNCIL POLICING AREA - PERFORMANCE RESULTS 1ST SEPTEMBER, 2017 TO 31ST DECEMBER, 2017

 

There was submitted Report No 125-2018 by Chief Superintendent Murdoch for the Committee's information.

 

The Committee agreed to note and scrutinise the operational report.

 

IV CONTAMINATED LAND STRATEGY SITE INVESTIGATION CONTRACTS

 

There was submitted Report No 110-2018 by the Executive Director of Neighbourhood Services seeking approval for the on-going site investigation work associated with the Councils statutory contaminated land responsibilities and to update the Committee on the projects undertaken in 2017/2018.

 

The Committee noted the content of the report in respect of the site investigations undertaken during 2017/2018, and authorised the Executive Director of City Development to instruct the required site investigation and remedial works up to the value of 100,000 in financial year 2018/2019, as outlined in Section 4.3 of the report.

 

V COMMUNITY JUSTICE OUTCOME IMPROVEMENT PLAN 2017-2018 - UPDATE

 

There was submitted Report No 108-2018 by the Executive Director of Children and Families Service advising that the Community Justice (Scotland) Act 2016 created a new model for Community Justice, which placed new responsibilities on Community Justice partners working at a local level and on a new national body, Community Justice Scotland. The first local Community Justice Outcome Improvement Plan (CJOIP) was approved in April, 2017 and this report provided the first annual update.

 

The Committee noted the content of the report and the ongoing developments in relation to Community Justice.

 

The Committee further agreed to note the changes to annual reporting arrangements as outlined in paragraph 6.2 and instructed the Executive Director, Children and Families to continue to present such reports to the Committee on an annual basis.

 

VI CONSULTATION ON THE SAFE AND PLANNED FUTURE OF THE SCOTTISH FIRE AND RESCUE SERVICE

 

There was submitted Report No 123-2018 by the Executive Director of Neighbourhood Services advising the Community Safety and Public Protection Committee of a consultation by the Scottish Fire and Rescue Service (SFRS) on a number of transformation proposals, and seeking the Committees approval of the draft response in order that it could be submitted on behalf of Dundee City Council.

 

The Committee agreed to defer consideration of this report until a special meeting of the Community Safety and Public Protection Committee on 14th May, 2018. The Committee further agreed that a briefing from the Scottish Fire and Rescue Service be held for all elected members.
