The Board agreed to defer the above application until 25th October, 2018 for display of the site notice to be confirmed by the applicant.

The Board, having heard from an objector, an agent on behalf of the applicant, and the Boards Legal Adviser, agreed to grant a variation to allow access to children and young persons to the premises for two hours before and one hour after a football match or 8:00 pm whichever is earlier.

The Board, having heard from an agent on behalf of the applicant, and the Boards Legal Adviser, agreed to grant a variation to amend the terminal hour from 12 midnight to 1:00 am on Friday and Saturday and to allow films to be shown during core hours.

 

II GAMBLING ACT 2005 - STATEMENT OF POLICY - REVIEW 2019-2022

 

It was reported that the Licensing Board was required to carry out a triennial review of the gambling policy and a consultation version was submitted to the Board. This had been amended to take account of the latest guidance from the Gambling Commission. The proposed changes were highlighted for ease of reference.

 

The Board remitted to the Clerk to carry out a consultation exercise with interested parties and to report back to the meeting of the Board on 13th December, 2018.

 

III PERSONAL LICENCE REVIEW HEARING

 

(i) RYAN TIERNEY

 

There was submitted a letter of information from the Chief Constable relevant to the fitness of Mr Ryan Tierney to be a personal licence holder. The Board gave consideration to the content of the letter. Thereafter, having heard from the Boards Legal Adviser, the Board agreed that a warning be issued.

 

(ii) CHRISTOPHER J D IRELAND

 

Reference is made to Article V of the minute of meeting of the Board held on 16th August 2018, whereby it was agreed to hold a personal licence review hearing in respect of Mr Christopher J D Ireland.

 

There was submitted a letter of information from the Chief Constable relevant to the fitness of Mr Christopher J D Ireland to be the holder of a personal licence.

 

The Board gave consideration to the content of the letter. Thereafter, having heard from the Boards Legal Adviser, the Board agreed to defer consideration of this matter until 25th October, 2018 to allow the licence holder to attend.

 

IV PERSONAL LICENCE - REQUEST FOR REVIEW

 

(i) ASHLEY SCOTT

 

There was submitted a letter of information from the Chief Constable relevant to the fitness of Ms Ashley Scott to be the holder of a personal licence.

 

The Board gave consideration to the content of the letter. Thereafter, having heard the Boards Legal Adviser, the Board agreed to hold a personal licence review in respect of Ashley Scott.

 

V PREMISES LICENCE - REQUEST FOR REVIEW

 

(i) CARBON & KUSH (FORMERLY KNOWN AS LIQUID & ENVY)

 

There was submitted a letter from the Chief Constable relevant to the above licence.

 

The Board, having heard from the Boards Legal Adviser, agreed to take no further action.
