I DECLARATION OF INTEREST

 

There were no declarations of interest.

 

II CONSULTATION RESPONSE - THE SCOTTISH PARLIAMENTS PUBLIC AUDIT AND POST LEGISLATIVE SCRUTINYCOMMITTEES CALL FOR EVIDENCE ON THE CONTROL OF DOGS (SCOTLAND) ACT 2010

 

There was submitted Report No 281-2018 by the Executive Director of Neighbourhood Services, seeking the Committees approval for the Councils proposed response to the Scottish Parliaments Public Audit and Post-Legislative Scrutiny Committees (PAPLSC) call for evidence on the Control of Dogs (Scotland) Act 2010.

 

The Committee approved the response and remitted the Executive Director of Neighbourhood Services to submit this to the Scottish Parliament accordingly.

 

III CONSULTATION RESPONSE - THE FOOD STANDARDS SCOTLAND - FOOD LAW CODE OF PRACTICE REVIEW

 

There was submitted Report No 282-2018 by the Executive Director of Neighbourhood Services, seeking the Committees approval for the Councils proposed response to the Food Standards Scotland - Food Law Code of Practice (Scotland) Review 2018.

 

The Committee approved the response and remitted the Executive Director of Neighbourhood Services to submit this to the Scottish Government accordingly.

 

IV COMMUNITY PAYBACK ORDERS

 

There was submitted Report No 303-2018 by the Executive Director of Children and Families Services, providing details of the 6th Annual Report on the local operation of Community Payback Orders (CPOs) covering the period 2016-2017. The Criminal Justice and Licensing (Scotland) Act 2010 imposed a duty on local authorities to submit annual reports on CPOs.

 

In previous years, reports had been submitted directly to Scottish Government and this was the first year the report was submitted to the newly created organisation Community Justice Scotland. The report highlighted key trends and the contribution CPOs made to community safety and social inclusion.

 

Ordinarily, local reports had been submitted to Elected Members after the Scottish Government laid a national summary report before Parliament. This had normally occurred 12 months after the reporting year to which reports have related. Following the transfer of responsibilities to Community Justice Scotland, there had been a delay in producing a summary report however local authorities had now been given special dispensation to publish their reports in advance of the national summary being presented to Parliament.

 

The Committee agreed to:-

 

(i) note continued progress made in relation to the operation of Community Payback Orders as outlined in the report;

 

(ii) note that the effective delivery of Community Payback Orders continued to be an important element of the City Plan and the Community Justice Outcome Improvement Plan; and

 

(iii) instruct the Executive Director, Children and Families to provide a further report on the operation of CPOs in 12 months.

 

V CALEDONIAN SYSTEM TO ADDRESS DOMESTIC ABUSE

 

There was submitted Report No 304-2018 by the Executive Director of Children and Families Services informing the Committee that Dundee had been successful in attracting Scottish Government funding to implement the Caledonian System for addressing Domestic Abuse and outlining the nature of that approach in Dundee.

 

The Committee agreed to:-

 

(i) note the content of this report and the ongoing developments in relation to a new response to convicted perpetrators of domestic abuse, their victims, and any children impacted; and

 

(ii) instruct the Executive Director of Children and Families to present such a report to Committee on an annual basis.
