The minute of meeting of this Committee of 12th June 2000 was held as read.

Councillor Farquhar expressed thanks to his predecessor, Councillor Kemp, for his enthusiasm and hard work as Convener. The new Convener stated that the key themes of Health and Community Improvement can best be delivered through the Council's Anti-Poverty Strategy and to this end, specific reference to the impact a Committee Report's recommendations make on tackling poverty should be made under the Local Agenda 21 section wherever possible. He thanked NRDD staff for their work.

There was submitted Report No 497-2000 by the Director of Neighbourhood Resources and Development advising the Committee of the Department's performance against the indicators identified in the Service Plan 1999/2002.

The Committee noted the contents of the report and progress achieved.

II LOCAL MANAGEMENT INITIATIVE: LEASE EXTENSION

There was submitted Report No 498-2000 by the Director of Neighbourhood Resources and Development seeking Committee approval for the extension of lease arrangements within two neighbourhood centres to pilot external grant aid applications.

The Committee noted and approved the extension of lease for up to 25 years to allow Ardler and Charleston Neighbourhood Management Groups, currently within the local management initiative, to pilot applications for external capital or revenue grant funding to improve/refurbish areas of the centres.

III YOUTH INVESTMENT GRANTS

At present the above Grant Aid Fund had Committee approval to be used for awards to groups of young people aged 15-25 years (Report No 127-1997 refers).

Report No 16-1999 approved on 11 January, 1999, advised that current research indicated that the highest participation within youth work comes from those who are aged 12-17 years with a concentration within ages 14-16 years.

In order to allow groups greater flexibility in accessing grant aid assistance from these Funds, the Committee agreed that the age criteria for group awards be amended to ages 12-25 years.

IV DUNDEE CITY COUNCIL'S VOLUNTARY SECTOR POLICY

A draft policy was approved for consultation in November 1999 (Report No 819-1999 refers). In March this year, the Neighbourhood Resources and Development Committee agreed, at the request of Dundee Voluntary Action, to extend the period of consultation to June. A request for a further extension to the period of consultation had now been received. It was in the Council's interest to ensure that as many stakeholders as possible were engaged in discussion on the policy which sets out the Council's relationship to the voluntary sector in Dundee.

The Committee approved a further extension to the consultation period in order to allow this discussion to continue. It was still anticipated that a revised Policy document will be brought for approval to Committee in the current calendar year.

At its meeting on 10th February 1997, the Committee approved the criteria and procedures for the Department's grant aid portfolio (Report No 127-1997 refers).

There was submitted Report No 499-2000 by the Director of Neighbourhood Resources and Development detailing recommended grants from the National Organisations Fund 111, 2000/2001.

The Committee approved payment of the following grants:-

There was submitted Report No 500-2000 by the Director of Neighbourhood Resources and Development detailing recommended grants from the Non-Recurring Revenue Grants Fund 1, 2000/2001.

The Committee approved payment of the following grants:-

There was submitted Report No 501-2000 by the Director of Neighbourhood Resources and Development making recommendations for further awards under the Small Grants Programme requests. The report also informed the Committee about two funding applications being made by the Social Inclusion Partnership for additional resources to (i) tackle drug misuse and (ii) promote arts work in SIP 1 areas.

The Committee approved the following recommendations:-

(i) to agree the award of SIP 1 Small Revenue Grants as set out in Appendix B of the report.

(ii) to note the two funding applications made by the Social Inclusion Partnership, as detailed in sections 6.1 and 6.2 of the report.

VIII SCOTTISH PARLIAMENT INFORMATION CENTRE (SPICE) INITIATIVE

There was submitted Report No 502-2000 by the Director of Neighbourhood Resources and Development seeking approval to pilot an initiative at the invitation of the Scottish Library Association to promote access to the Scottish Parliament Information Centre materials.

The Committee approved the acceptance of 6,000 from the Scottish Library Association and approved the implementation of the pilot initiative.
