The minute of meeting of this Committee of 13th November, 2000 was held as read.

I SOCIAL INCLUSION PARTNERSHIP - ALLOCATION OF RESOURCES 2001/2002

 

There was submitted Report No. 24-2001 by the Director of Neighbourhood Resources and Development making recommendations for the allocation of Social Inclusion Partnership funding for the financial year 2001/2002 in order that existing projects can be extended beyond their current termination dates and new projects be established.

 

After discussion, the Convener, seconded by Councillor Grant, moved that the report be approved.

 

As an amendment, Councillor Petrie, seconded by Councillor Richard Beattie, moved that consideration of Appendix B (14) re the Claverhouse Group be deferred for a month.

 

On a division, there voted for the motion - the Convener, the Lord Provost and Councillors de Gernier, Letford, Presswood, Regan, Luke, Sturrock. Glen, Grant, Mackie, Wallace, Scott and Borthwick (14); and for the amendment - Councillors Barrie, Richard Beattie, Dawson, Sawers, FitzPatrick, Petrie, Guild, Corrigan, Dave Beattie and Bowes (10) - whereby the motion was duly declared carried.

 

Councillor Rolfe declared an interest in this item and took no part in the discussion.

 

II SOCIAL INCLUSION PARTNERSHIP - ALLOCATION OF RESOURCES 2000/2001

 

There was submitted Report No. 28-2001 by the Director of Neighbourhood Resources and Development bringing forward proposals for the further allocation of Social Inclusion Partnership revenue funding and awards from the Small Grants Programme 2000/2001.

 

The Committee noted the recommendations of the Dundee Partnership Community Regeneration Group in the further allocation of SIP 1 and 2 revenue funding for 2000/2001 as detailed in Appendix B of the report and agreed the award of SIP 1 Small Revenue Grants as set out in Appendix C and the award of SIP 2 Small Revenue Grants as set out in Appendix D.

 

III SOCIAL INCLUSION PARTNERSHIP I (GEOGRAPHIC) SMALL GRANTS FUND 2000/2001

 

The Committee noted that the Director of Neighbourhood Resources and Development, in consultation with the Convener and spokespersons from the Major and Minor Opposition Groups, had approved the following grant applications so that urgent works could be progressed:-

IV THE INTRODUCTION OF A STOCK SELECTION POLICY TO FACILITATE THE EFFECTIVE SELECTION OF STOCK FOR ALL LIBRARIES ACROSS THE CITY

 

There was submitted Report No. 25-2001 by the Director of Neighbourhood Resources and Development seeking approval to introduce a stock selection policy which will guide library and information staff in the effective selection of materials for library users across the City.

 

The Committee approved the adoption of the policy document.

 

V APPLICATIONS FOR LIBRARY MEMBERSHIP BY NON-RESIDENT VOLUNTARY WORKERS

 

Under the existing rules governing library membership, only those who lived, worked and studied in the City of Dundee were eligible to join.

 

The Director of Neighbourhood Resources and Development sought approval to extend eligibility to those who, although not resident, were working for voluntary organisations within Dundee and making a contribution to the City. The mechanism for identifying those eligible to be determined by the Liaison Group which was recommended be established in the Voluntary Sector Policy Report No. 29-2001.

 

The Committee agreed to extend eligiblity in the terms outlined.

 

VI NATIONAL ORGANISATIONS FUND VI 2000/2001

 

At its meeting on 10th February, 1997, the Committee approved the criteria and procedures for the Department's grant aid portfolio (Report No. 127-1997 refers).

 

There was submitted Report No. 26-2001 by the Director of Neighbourhood Resources and Development detailing a recommendation for a specific grant award which can be met from the relevant Revenue Budget 2000/2001.

 

The Committee approved payment of a grant of 527 to the Library Association.

 

VII NON-RECURRING REVENUE GRANTS FUND IV 2000/2001

 

At its meeting on 10th February, 1997, the Committee approved the criteria and procedures for the Department's grant aid portfolio (Report No. 127-1997 refers).

 

There was submitted Report No. 27-2001 by the Director of Neighbourhood Resources and Development detailing recommendations for specific grant awards which can be met from the relevant Revenue Budget 2000/2001.
