I DECLARATION OF INTEREST

 

There were no declarations of interest.

 

II FIRE AND RESCUE QUARTERLY PERFORMANCE REPORT

 

There was submitted Report No 147-2026 by the Area Commander providing information for the Committee regarding the performance of the Scottish Fire and Rescue Service against the priorities, outcomes and performance measures detailed within the Local Fire and Rescue Plan for Dundee 2020/2023, to facilitate local scrutiny.

 

The Committee agreed:-

 

(i) to note, scrutinise and question the content of the report;

 

The Committee further agreed:-

 

(ii) the Chief Executive to write to Stuart Stevens, Chief Officer of the Scottish Fire and Rescue Service, Neil Gray MSP, Cabinet Secretary for Justice, and Mhairi Wylie, Chair, Scottish Fire and Rescue Service Board, setting out the Committee's opposition to the downgrading of Balmossie Fire Station and seeking clarification of the evidence and risk assessment underpinning the decision, details of the anticipated impact on appliance availability, crewing arrangements and emergency response times within Dundee and neighbouring communities, assurance that public and stakeholder concerns raised during the consultation process had been fully considered, confirmation of what monitoring arrangements would be put in place to assess the impact of the reduction in service provision and a commitment that the decision would be kept under review and revisited should operational performance or community safety be adversely affected; and

 

(iii) that copies of this motion be shared with Dundee's Members of the Scottish Parliament and Members of the UK Parliament.

 

III DUNDEE POLICING AREA QUARTERLY POLICE REPORT

 

There was submitted Report No 148-2026 by the Chief Superintendent providing information regarding the performance of Police Scotland.

 

The Committee agreed to note and scrutinise the operational report.

 

IV PROCUREMENT SOURCING STRATEGY APPROVAL FOR SURVEY AND TREATMENT FOR TIMBER PRESERVATION FRAMEWORK

 

There was submitted Report No 134-2026 by the Executive Director of Neighbourhood Services presenting the procurement sourcing strategy that had been completed for the survey and treatment for timber preservation framework (dry and wet rot treatment for domestic properties). This was to ensure that the Housing Service could comply with statutory duties under housing legislation.

 

The Committee agreed:-

 

(i) to note the information contained within the report, and approve the proposed route to market as outlined in this report (as set out in Section 6 of the report), in compliance with the Public Contracts (Scotland) Regulations 2015; and note that Dundee City Council would retain the ability to make direct awards up to a specified financial threshold of 10,000, ensuring proportionality and flexibility when engaging suppliers for lower value or urgent works, noting that any contract awards to be made under this framework, that were not covered by delegation provided to officers within Standing Orders and Financial Regulations, would be brought back to members for consideration.
