The Board, having heard from a Licensing Standards Officer and Boards Legal Adviser, agreed to grant the variation to increase the off-sales capacity from 17.5m2 to 19.9m2.

The Board, having heard from an agent on behalf of the applicant, the Chief Constables representative, a Licensing Standards Officer and the Boards Legal Adviser, agreed to approve the application for 3rd July, 2026 to 18th July, 2026, with a recommendation that the undernoted measures be met where this was possible:

With regards to the application for an extension of one hour for the outdoor area on 19th July, 2026, the Board heard from the Chief Constables representative, a Licensing Standards Officer and the Boards Legal Adviser.
The Convener moved that the application for the extension of one hour for the outdoor area on 19th July, 2026 be refused. As an amendment, Councillor Black moved that a fifteen to thirty minute extension be granted for the outdoor area on 19th July, 2026.
On a division, there voted for the motion - the Convener, and Councillors Lynn, Smith, Cruickshank and McIrvine (5); and for the amendment - Councillors Black and Coleman (2) - whereupon the motion was declared carried and the application refused.
(xi) MARKET, 9 SEAGATE, DUNDEE
The Board, having heard from the Chief Constables representative, a Licensing Standards Officer and the Boards Legal Adviser, agreed to approve the application for 12th July, 2026, with a recommendation that the undernoted measures be met where this was possible:
- Ticketed entry to support monitoring of maximum capacity or counting system at use at front door.
- Sufficient SIA approved stewarding (Ratio - one Steward to one hundred patrons).
- Use of plastic cups for the duration of the licence.
