II SHARED ENVIRONMENTAL SERVICES AGREEMENT BETWEEN DUNDEE CITY COUNCIL AND ANGUS COUNCIL

There was submitted Agenda Note AN26-2026 providing the Committee with an update on a shared services agreement between Dundee City Council and Angus Council.

In February, 2022, Dundee City Council granted access to Angus residents living in the Monifieth and Sidlaw ward only, allowing them to use Baldovie and Riverside Recycling Centres. This was a pre-existing agreement, arranged to commence following the start of the next stage of the Dundee and Angus Waste Partnership Contract. This arrangement formally ended on 30th June, 2026, following the closure of the former DERL facility operated by MVV.

The formal agreement had been updated in relation to existing partnership working and collaborative arrangements between the two authorities. This provided a framework for the delivery of environmental monitoring at Riverside Closed Landfill Site, the processing of dewatered road sweepings and gully emptyings, and continued access to Dundee City Council Recycling Centres for residents of the Monifieth and Sidlaw ward of Angus.

This was intended to support operational resilience, regulatory compliance and the efficient use of resources across both authorities while maintaining service continuity. The agreement would be effective from July, 2026 to June, 2029, with an option to extend for a further year by mutual agreement. There are no financial implications associated with this proposal.

The Committee noted the terms of the Agenda Note accordingly.

III DUNDEES BIODIVERSITY ACTION PLAN - 2026/2030

There was submitted Report No 179-2026 by the Executive Director of Neighbourhood Services seeking approval for the draft Biodiversity Action Plan 2026/2030, which updated the previous 2020/2025 strategy to incorporate current national policy and would monitor the development of Dundees Nature Network.

The Committee agreed:-

(i) to approve the reviewed Biodiversity Action Plan and draft Nature Network Map as detailed within Appendix 1 to the report, and Updated Actions within Appendix 2 to the report; and

(ii) to note that progress on actions would be reported annually to the Climate, Net Zero and Environment Committee for consideration and would be incorporated into the reporting cycle for the Biodiversity Duty Report to Scottish Government and the forthcoming reporting guidelines for Nature Networks.

IV DUNDEES LOCAL FOOD GROWING STRATEGY 2026/2030

There was submitted Report No 180-2026 by the Executive Director of Neighbourhood Services seeking approval for the draft Local Food Growing Strategy 2026/2030 and noting the achievements of the previous Local Food Growing Strategy 2020/2025.

The Committee agreed:-

(i) to approve the draft Local Food Growing Strategy 2026/2030.

Lynne SHORT, Convener.
