I THE RESPONSE TO THE MACLEAN COMMITTEE ON SERIOUS VIOLENT AND SEXUAL OFFENDERS

 

There was submitted Report No 584-2000 by the Director of Social Work detailing the Council's response to the Maclean Committee on Serious Violent and Sexual Offenders.

 

The Committee approved the response and agreed that it be sent to the Scottish Executive.

 

II REVIEW OF JOINT COMMUNITY CARE PLAN 2000

 

There was submitted Report No 582-2000 by the Director of Social Work advising the Committee of the 2000 Review of the 1997 - 2000 Joint Community Care Plan.

 

The Committee agreed to:-

 

(i)approve the terms of the report;

 

(ii)remit to the Director of Social Work to advise the Community Care Division of the Scottish Executive of the content of the review; and

 

(iii)remit to the Director of Social Work to make the review of the Joint Community Care Plan publicly available.

 

III GRANTS TO VOLUNTARY ORGANISATIONS 2000/2001

 

There was submitted Report No 580-2000 by the Director of Social Work recommending grants to voluntary organisations for 2000/01.

 

The Committee agreed that the undernoted grants be made to the voluntary organisations at the levels detailed:-

The Committee noted that the Convener had agreed that the undernoted item be considered as a matter of urgency in terms of Standing Order 51(3)(b).

 

IV CHILD PROTECTION ISSUES

 

With reference to Article I of the minute of meeting of this Committee of 11th September 2000, the Committee noted that the Chief Executive had written to Mr Angus Skinner, Chief Inspector, the Scottish Executive Social Work Services Inspectorate, with regard to the appropriate persons or bodies available to undertake an independent review. The Chief Inspector had agreed to an early meeting with the Chief Executive and Director of Social Work in order to agree procedures for undertaking the review and to make suggestions regarding possible bodies and/or individuals who may be suitable to carry out the review.

 

The Committee agreed to establish a Sub-Committee comprising three members of the Labour Group, two members of the Scottish National Party Group, one member of the Conservative Group and the Independent member, and that the Sub-Committee be delegated to receive a report on the outcome of the officer meeting with the Chief Inspector of the Social Work Services Directorate and thereafter to agree a remit for the review and appoint the appropriate persons and/or body to conduct the review.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the public be excluded from the meeting for the undernoted items of business on the grounds that they might lead to the disclosure of exempt information as defined in Paragraphs 1 and 6 of Part I of Schedule 7A of the Act.

 

V MINUTE OF REGISTRATION AND CASES SUB-COMMITTEE OF 28TH AUGUST 2000

 

The minute of the above meeting, a copy of which is appended hereto, was submitted and approved.

 

VI REGISTRATION OF RESIDENTIAL AND OTHER ESTABLISHMENTS

 

There was submitted Report No 585-2000 by the Director of Support Services detailing requests for a variation to Certificates of Registration for Residential Establishments.

 

The Committee agreed to approve the following variations of registration, subject to the exiting conditions of registration:-

 

(i)Gowrie Housing Association Limited in respect of 5 Canning Place, Dundee, a Residential Home for Adults with Learning Disabilities, to accommodate a maximum of ten residents and to be managed by Mr John Riley;

 

(ii)Gowrie Housing Association Limited in respect of 1 Hillbank Road, Dundee, a Residential Home for Adults with Learning Disabilities who may have Associated Physical Disabilities, to accommodate a maximum of four residents and to be managed by Mr John Riley; and

 

(iii)St Joseph's, Wellburn in respect of St Joseph's, Wellburn, 118 Liff Road, Lochee. Dundee, a Residential Home for Older People, to accommodate a maximum of twenty four residents and to be managed by Sister Anne Philip.
