The outcome of an independent review into the construction project for the V&A Museum of Design Dundee will be considered by the city council’s policy & resources committee on Monday August 24. 

Procurement expert John McClelland was commissioned by councillors earlier this year to examine the reasons for a significant increase in the estimated construction costs of the project. 

He was also asked to identify lessons that could be learned and to make any recommendations he felt appropriate to ensure successful delivery of the iconic building. 

Mr McClelland’s detailed review will be considered by councillors on Monday August 24 and he will answer questions raised by councillors during the course of the meeting. 

Councillor Ken Guild, convener of the policy and resources committee, said: “I would like to thank John McClelland for his thorough review into the V&A Museum of Design Dundee construction project and his recommendations to help us take this forward. 

“This comprehensive review shows us where lessons need to be learned and I am happy to accept the recommendations. 

 “I am sure that these can be implemented quickly and that frequent updates can be brought before councillors. 

“We are working with our partners and BAM Construction to ensure that this unique building helps boost the economy, cultural offer and confidence of our city.‎ Mr McClelland’s expertise has helped identify a number of issues which will help us on other capital projects as well. 

“Construction of the V&A Dundee is now underway and the project is proceeding successfully.” 

Councillors will also consider an accompanying report by city council chief executive David Martin, which seeks agreement to accept the recommendations of the review and authorise Mr Martin to implement them. 

The review has concluded that the international benchmarking approach, which formed the basis of the original project cost estimates, was not sufficiently robust to address the unique challenges associated with Japanese architect Kengo Kuma’s publicly acclaimed design. 

The review also concludes that more frequent and direct reporting about the V&A Dundee to councillors would have been helpful after the council adopted the construction element of the project in June 2011.

 Councillors will be informed of a number of recommendations in relation to additional professional resourcing of the V&A Dundee project, as well as  the need for early finalisation of a Development  Agreement between the City Council and Design Dundee Ltd and a reconfirmation of the Furniture, Fittings and Equipment budget for the project.

Mr McClelland also recommends improved record keeping and improved due diligence on the cost of major projects before formal contractual arrangements are finalised.
