Work to tackle fuel poverty in council houses in the Linlathen area of Dundee could be set to start. 

Councillors are being asked to approve a tender for enhancements to 121 properties in the area in the first phase of a project to help increase energy efficiency and improve living conditions. 

The next meeting of the Neighbourhood Regeneration, Housing & Estate Management Committee will hear that many properties in the area, which were built in the 1930s, suffer from problems caused by poor insulation. 

A report outlines how despite challenges with poverty and deprivation in the area, Linlathen retains a strong sense of community, with high demand for accommodation in the area and active participation in local initiatives. 

Councillors will be told that this ongoing demand highlights the importance of maintaining and investing in the existing housing stock to ensure it remains safe, energy-efficient, and suitable for current and future residents. 

Engagement with local people carried out through the Dundee Fairness Leadership Panel and the Linlathen Pathfinder initiative has provided valuable insight into the lives of residents and helped identify priority areas for intervention. 

A tender is being put forward to the committee for works to deliver various energy efficiency measures to improve the condition of the properties.  

This would include: 

  • New external wall insulation and associated works 

  • Replacement windows and doors  

  • Roof insulation and flat roof replacement.   

Other works would cover floor insulation, ventilation works, roof tile replacement works and PV panel installation with battery storage. 

Councillors are being asked to accept a tender from AC Whyte worth £8,520,523. 

Committee convener Councillor Kevin Cordell said: “The council is committed to tackle the wider challenges facing people in Linlathen and this proposal has been informed by the range of work that is already ongoing locally to assist people. 

“This tender would start the process of much-needed improvements to our housing stock in the area which would help to deal with fuel poverty and give people a better place to live.” 

 Depute convener Councillor Lynne Short added: “I am impressed by the strong sense of community and active participation that exists in the area, which is reflected in the high demand for council housing. 

“This proposal would be an investment for the future of Linlathen as improved energy efficiency would have a direct positive impact on people’s health & wellbeing.” 

The Neighbourhood Regeneration, Housing & Estate Management Committee meets on Monday September 1.
