Strategic Housing Investment Plan
23/10/25

A NEW REPORT which lays out Dundee’s affordable housing priorities until 2031 aims to ensure that the city continues to successfully deliver new-build affordable housing for rent.
The Strategic Housing Investment Plan (SHIP) reveals that more than 340 affordable new homes were built in the city in 2024/25, with 286 more under construction.
Kevin Cordell, convener of Dundee City Council’s neighbourhood, housing and communities committee said: “The SHIP continues to demonstrate the council’s commitment to quality affordable housing for rent for the people of the city.
“Much of the investment and development of social housing suitable for 21st century living is built on vacant sites in the city’s historical and traditional communities, helping to breathe new life into them, a boost which would not be possible without the efforts of Registered Social Landlord (RSL) partners over the last year and in years to come.
“The council works closely with its partners to ensure that all new build properties constructed as part of the SHIP meet or exceed current Energy Efficiency Standards for Social Housing and where appropriate includes measures such as solar energy to help reduce fuel poverty, cut carbon emissions and to create warm, affordable homes for people who need them.”
High prices for material and labour continue to be challenges for the council when delivering the SHIP, and while sites where there have previously been buildings that have been demolished provide opportunities to revitalise communities, these can also pose difficulties when building houses.
The 2026/31 plan includes a goal of creating ten social rented wheelchair standard houses each year and additional accessible housing for adults with learning, physical or mental health disabilities, to allow them to receive the appropriate care and support that they need within their local community.
Funding for projects identified in the SHIP comes from the Scottish Government, Dundee City Council and RSL tenants.
The neighbourhood resources, housing and communities committee meets on Monday (October 27).
