A £6 million tender for construction of a new base at Baldovie for council waste management teams serving the north and east of Dundee is being recommended for approval by councillors.

The City Growth and Infrastructure Committee will be told that the facility must be suitable for current requirements and flexible enough to accommodate future legislative and regulatory changes in waste management.

This would allow the council to continue providing an efficient, cost-effective service with facilities including modern recycling operations, staff welfare amenities, and parking for refuse collection vehicles.

The proposed improvements are expected to boost recycling performance and contribute to net zero targets.

Councillors will be told that the existing Baldovie waste management facility, at the former 1970s incinerator complex, is now in poor condition has reached the end of its serviceable life.

A report explains that the only practical solution is to construct a new facility at the current Forties Road location.

Modular buildings would be used along with movable storage bays and provision for electric vehicle charging for the refuse collection fleet.

Existing operations would be managed carefully throughout the construction works to ensure daily services continue without interruption.

Committee convener Cllr Steven Rome said: “This spend would be a massive investment in the future of waste collection and recycling for the north and east of the city.

“It will give a much-needed improvement to conditions at the facility for our waste management teams and help us enhance the efficiency of services.”

Climate, Net Zero and Environment Depute Convener Cllr Lee Mills added: “These developments will also assist us in efforts to meet our net zero targets.

“I am pleased that the plans would allow for the continuous delivery of services while the new base is being constructed.”

The committee is being recommended to accept a tender from Robertson Construction for the project, which will cost a total of £6,300,000.

Using the nationally compliant Procurement Hub’s Major Projects Framework 2 (MPF2), Robertson Construction Tayside have been working closely with officers to develop the detailed designs for the proposed redevelopment of the Baldovie Waste Transfer Facility at Forties Road whilst ensuring that day to day operations can continue.

The City Growth and Infrastructure Committee meets on Monday April 20.
