Background
As the LDP is a statutory document, Dundee City Council has a responsibility to deliver a Plan which takes account of recent planning reforms introduced by the Planning (Scotland) Act 2019. The Act sets out requirements and timescales for the delivery of an LDP, and this is supported by The Town & Country Planning (Development Planning) (Scotland) Regulations 2023.
Dundee City Council is committed to encouraging wide ranging stakeholder and public involvement in the preparation of the Dundee Local Development Plan. We will provide details on timescales for plan preparation and opportunities for engagement as appropriate; and planned engagement is available in the Development Plan Scheme.
Evidence Report
The Evidence Report sets out the planning authority’s interpretation of the evidence gathered and explains its likely implications for preparing the Local Development Plan (LDP).
The Report was approved by the City Growth and Infrastructure Committee on 17 November 2025 and submitted to the DPEA on 9 December 2025. A Reporter will now be appointed to carry out the Gate Check assessment.
To inform the evidence base, we consulted communities and key stakeholders on a series of topic papers covering a range of issues between April and October 2024. These papers are now closed for comment, but the feedback received helped shape the content of the Evidence Report.

Place-Based Evidence
Placemaking is the process of creating good quality places that promote people's health, happiness and wellbeing. It concerns the environment in which we live; the people that inhabit these spaces; and the quality of life that comes from the interaction of people and their surroundings. Placemaking is a collaborative approach involving the design and development of places over time, with people and communities central to the process.
To inform the Evidence Report, the planning authority carried out a comprehensive engagement programme in line with statutory requirements and best practice. This included:
Place Standard and Play Sufficiency Assessment surveys to understand neighbourhood quality and play provision.
Engagement sessions with key agencies, developers, infrastructure providers, and community organisations, including participation in the Key Agency Group Collaborative Pilot and thematic working groups.
Tailored events for children and young people, and consultations shared through community networks with support from the Community Empowerment Team.
We also invited communities to prepare Local Place Plans from May 2023, supported by guidance. Several groups expressed interest and submitted plans for validation during 2025. These plans, along with survey results and engagement feedback, will help shape the Proposed Local Development Plan and remain a valuable resource for communities and stakeholders.

Proposed Plan
The Proposed Plan will be informed by the Evidence Report and will identify where new development should take place and where it should not. It will contain a spatial strategy, showing how land will be used and developed over the plan period. It will also contain policies and proposals to guide decisions on planning applications.
As part of preparing the next Local Development Plan (LDP), we are inviting input from stakeholders through two complementary engagement processes:
Call for Sites
This stage allows landowners, developers and the development industry to submit sites they would like considered for inclusion in the Proposed Plan. These submissions help identify potential locations for future development.
Call for Ideas
This is the main way for communities, organisations, and stakeholders to share their views on what the Proposed Plan should include. Ideas can relate to land use, policy priorities or placemaking principles.
Both consultations provide an opportunity to influence the vision and strategy for Dundee’s future development. Submissions can be made until 31st March 2026 via the Planning Division Consultations webpage.
