Full-Time Students

Are You a Full-Time Student? You Could Save on Council Tax!

If you’re a full-time student, you might be eligible for a Council Tax discount or a full exemption—but you need to take the right steps first!

What Discounts or Exemptions Can You Get?

  • 100% Exemption: If everyone living in your property is a full-time student.
  • 25% Discount: If all but one adult in your home are full-time students.

Important: You must register for Council Tax first - even if you’re applying for a student exemption or discount. You’ll need your Council Tax account number to complete your application.

How to Qualify as a Student

You’re considered a full-time student if you meet any of these criteria:

  • Enrolled on a full-time course (at least 24 weeks per year, 21 hours per week, as classified by your university or college)
  • A foreign language assistant registered with the British Council
  • Under 20 and studying a non-advanced course (like A levels, Highers, or Level 3 SVQs) for at least 12 hours a week, for 3 months or more
  • Writing up a thesis or dissertation and still classed as a full-time student by your university or college
  • Once your course officially ends (i.e., the final date of teaching, assessment, or submission), you are no longer considered an enrolled student, even if your graduation ceremony hasn’t happened yet.

What You Need to Do

Register for Council Tax

If you’re new to Dundee, moving from outside the city, or leaving Halls of Residence, register for Council Tax here.

Apply for Your Student Discount or Exemption

Once you have your Council Tax account number, apply for your student discount or exemption here.

Moving Home?

If you’re already registered and just moving to a new Dundee address, complete a change of address form.

Quick Tips

  1. It’s your responsibility to apply - your landlord can’t do it for you.
  2. Tell us if you move or stop being a student - so your Council Tax is always up to date.
  3. Don’t ignore a Council Tax bill! If you get one, contact us right away to confirm your student status.
Staying in Halls of Residence? You don’t need to register for Council Tax (e.g., The Hub, Parker House). If you’re unsure, just ask us!
