How to submit a Building Warrant application

Planning Applications and Building Warrants

During the Covid-19 pandemic the Council is prioritising its essential services and our team have been trying to minimise the disruption to our standard operations.   All Planning and Building Standards staff are working remotely and are able to process planning and building warrant applications. 

Applications

We are currently unable to receive or process paper applications. We apologise for this inconvenience and will ensure any applications received during this time are dealt with on our return to the office.  We therefore strongly recommend that all customers submit applications using the ePlanning Portaland eBuilding Standards Portal. This will give us the best chance of ensuring we can deliver our services to you. 

We are currently able to send out neighbour notification letters for planning applications. However, there may be slight delays in doing so with certain applications. Where that is the case, proportionate additional time will be given to allow responses to be submitted.

If you have already submitted a planning application and you wish to submit further information required to validate your application, or post-validation drawings; or if you have already obtained a building warrant and you wish to apply for an amendment, extend the warrant or submit a completion certificate, these can also be done through the portal. 

Payments

In addition to accepting online payments for applications made through the online portals we are able to accept payments over the phone.  Please call our customer services team on 01382 434000 to speak to our finance office. 

Site Visits

We are not currently able to carry out site visits or displaying new planning application site notices unless it is considered critical for public health or wellbeing.  This is likely to cause a delay to the assessment of some new applications until such times as the current travel restrictions are relaxed. 

Planning Committee

The Planning Committee is currently suspended.  Planning applications that would normally be determined by the committee may be dealt with as matters of essential council business on a case by case basis. 

Representations to Planning Applications

Please submit all representations (either in objection or support) to applications via the online public access portal here: http://idoxwam.dundeecity.gov.uk/idoxpa-web/ as we currently have reduced capacity to deal with paper representations.

Communication

If you have a current planning application or building warrant then please contact the case officer by email as phones are not currently being manned.  

Whilst we are currently unable to accommodate general enquiries by phone at this time, we are able to deal with all enquiries where contacted by email.

Whilst we are unable to receive phone calls, all officers can make outgoing calls, host and join conference calls and use other various virtual communication methods to ensure business continuity.

An application form (Form A), together with the appropriate fee and detailed plans should be lodged with the Service. One paper set may be lodged until the final submission is agreed. It is recommended that you engage the services of a suitably qualified person to deal with all aspects of the application and building works.

The time taken to assess an application is dependant upon the complexity of the project and quality of submitted information, but the Service aims to respond to 80% of applications within 20 days of submission. If further information is required you will be advised in writing and given a Building Warrant reference number, the name and telephone number of the surveyor dealing with your application, and a list of the matters requiring clarification.

When compliance with the Functional Standards has been met, a Building Warrant will be issued which is valid for 3 years. This period can be extended in certain circumstances.
