The minute of meeting of this Committee of 20th August 2001 was held as read.

I BEST VALUE REVIEW OF HOUSING AND RELATED SERVICES FOR PEOPLE WITH PHYSICAL DISABILITIES: CONTINUOUS IMPROVEMENT

 

The Director of Housing and the Director of Social Work submitted Joint Report No. 210-2001 on proposals to amend existing policies regarding the provision of housing and related services to people with physical disabilities.

 

The Committee agreed to the recommendations contained in Appendix I at paragraphs 2.5, 3.1, 4.3, 4.4., 4.5, 4.6, 5.5 and 6.4.

 

II REVIEW OF HOUSE LETTING REGULATIONS - LOCAL POINTS

 

The Committee agreed to withdraw this item.

 

III TENDERS RECEIVED

 

The City Architectural Services Officer submitted Report No. 551-2001 giving details of the offers received for the undernoted contracts:-

 

(a) DALFIELD MSD - BALCONY DOOR REPLACEMENT

 

The Committee agreed to accept a negotiated offer with Dundee Contract Services to carry out the above works for the sum of 126,697.04 to which required to be added allowances of 15,000 for anti-pigeon netting and 5,905 for professional services making a total expenditure of 147,602.04.

 

(b)DRYBURGH FARMHOUSE SHELTERED HOUSING - HEATING REPLACEMENT AND ELECTRICAL UPGRADING

 

The Committee agreed to accept the lowest offer by D Campbell & Company Limited, Glasgow amounting to 106,936.37 to which required to be added allowances of 37,200 for redecoration for elderly tenants' houses, 504 for carpet vouchers, 11,040 for decanting of tenants and 11,755 for professional services making a total expenditure of 167,435.37.

 

The Committee also noted that D Campbell & Company Limited had listed Star Electrics, Paisley as the sub-contractor for electrical work

 

(c)WHITFIELD FIRST DEVELOPMENT COTTAGES - HEATING, INSTALLATION AND ELECTRICAL UPGRADING

 

The Committee agreed to accept the most advantageous offer by McGill Electrical Limited amounting to 198,310.45 to which required to be added the undernoted allowances:-

The Committee agreed to accept a negotiated offer with Dundee Contract Services to carry out the above works for the sum of 242,823.42 to which required to be added the undernoted allowances:-

IV RIGHT TO REPAIR 2001 - 2002

 

The City Architectural Services Officer submitted Report No. 595-2001 seeking approval for the inclusion on the list of interested contractors provided that they were on the Council's select tender list and had submitted reasonable jobbing rates.

 

The Committee approved the inclusion of the undernoted contractors:-

 

A Dailly Glaziers Limited

Hall & Tawse Limited

Wardah Electrics Limited

 

and noted that the tenders received from the above firms would be valid until 30th September 2002.

 

The Committee also authorised the addition or deletion of firms from the list to be delegated to the Director of Housing in consultation with the City Architectural Services Officer and/or the Director of Finance as may be appropriate.

 

V COMMUNITY ASSOCIATIONS AND GROUPS - ADMINISTRATION GRANTS

 

The Director of Housing reported that the undernoted applications had been received requesting grant assistance towards administration costs for 2001 - 2002 as undernoted:-

(a)IMPLEMENTING SCOTLAND'S HOUSING ACT - NEW OPPORTUNITIES FOR TENANT PARTICIPATION - SATURDAY, 27TH OCTOBER 2001 - WESTPARK CONFERENCE CENTRE

 

(b)THE REGULATION OF LANDLORDS - NEW PROPOSALS - SATURDAY, 24TH NOVEMBER 2001 - WESTPARK CONFERENCE CENTRE

 

The Committee authorised the Housing Department to send up to five tenant representatives to each of the above seminars at a cost per delegate of 70.00 plus travel and expenses.

 

VII HOUSING (SCOTLAND) ACT 1987 - IMPROVEMENT, REPAIRS AND ENVIRONMENTAL GRANTS, HOME LOANS ETC.

 

Reference was made to the minute of meeting of the Housing Committee of 15th November 1999 when grant expenditure under the Housing (Non HRA) Budget was agreed. It was agreed that the grants approved during August 2001 and each of the categories were as follows:-
