The minute of meeting of this Committee of 10th December, 2001 was held as read.

I SOCIAL INCLUSION PARTNERSHIP - ALLOCATION OF RESOURCES 2002/2003

 

There was submitted Report No 19-2002 by the Director of Neighbourhood Resources and Development making recommendations for the allocation of Social Inclusion Partnership funding for the financial year 2002/2003 in order that existing projects could be extended beyond their current funding periods.

 

The Committee noted the outcome of the assessment process, agreed to the recommendations contained in Sections 9.1.1 and 9.1.2 and Appendix B of the report and instructed Officers to proceed with the implementation of these proposals and any conditions contained in Appendix B of the report.

 

II INTERNATIONAL YOUTH WORK OPPORTUNITIES

 

There was submitted Report No 20-2002 by the Director of Neighbourhood Resources and Development seeking Committee approval for financial support to develop three international youth work opportunities involving links with Wurzburg and Caen during the period May 2002 to the summer of 2003.

 

The Committee approved participation in the international youth work opportunities and the award of grant aid as outlined in paragraph 6 of the report.

 

III HEALTH DEVELOPMENT WORK

 

There was submitted Report No 21-2002 by the Director of Neighbourhood Resources and Development seeking Committee approval for the support of health development work to the year 2004.

 

The Committee approved the recommendations outlined in Appendix I of the report and the adoption of the "Key Features of Good Practice in Relation to Health Development Work" outlined in Appendix 3 of the report as the main criteria by which health development work supported by the Department will be planned, monitored and evaluated.

 

IV GIVING VOICE TO COMMUNITIES: DEVELOPING COMMUNITY PARTICIPATION IN DUNDEE

 

There was submitted Report No 22-2002 by the Director of Neighbourhood Resources and Development addressing the issues of community representation in Dundee, looking at the findings of the Giving Voice to Communities Seminar of 27th October, 2001 and detailing proposals for the proposed development of community representation in Dundee.

 

The Committee approved the following recommendations:-

 

(a)that a new Draft Scheme of Operations for Community Councils be prepared for Committee approval with the aim of implementing the Scheme by May 2002;

 

(b)that consultation with existing Community Councils, all groups participating in the "Giving Voice to Communities" Seminar and the general public be carried out prior to the preparation of a new Draft Scheme of Operations for Community Councils;

 

(c)that a draft Dundee City Council policy on Neighbourhood Representatives Structures (including community councils) be prepared for Committee approval.

 

V DUNDEE CITY - LITERACY AND NUMERACY ACTION PLAN

 

There was submitted Report No 26-2002 by the Director of Neighbourhood Resources and Development advising the Committee of the recommendations and targets set in the Literacy and Numeracy Action Plan for Dundee and seeking approval from the City Council to support implementation of that Plan.

 

The Committee approved the following recommendations:-

 

(a) to endorse the Literacy and Numeracy Action Plan for Dundee;

 

(b)to instruct the Director of Personnel and Management Services to support the partnership to recruit staff required to implement the Action Plan;

 

(c)to instruct the Director of Neighbourhood Resources and Development to contribute to the Plan's implementation, reporting annually on progress.

 

VI TENDERS RECEIVED

 

There was submitted Report No 13-2002 by the City Architectural Services Officer detailing tenders received and requesting a decision on acceptance thereof.

 

In respect of the Ardler Complex - upgrade external and emergency lighting, the Committee approved acceptance of the tender submitted by Philectric Limited, Dundee for the sum of 4,240.28, together with allowances of 713.00, giving a total amount of 4,953.28.

 

In respect of Kirkton Neighbourhood Centre - upgrade external and emergency lighting, the Committee approved acceptance of the tender submitted by Philectric Limited, Dundee for the sum of 1,148.73, together with allowances of 192.00, giving a total amount of 1,340.73.

 

In respect of Menzieshill Neighbourhood Centre - upgrade external, emergency and security lighting, the Committee approved acceptance of the tender submitted by Philectric Limited, Dundee for the sum of 6,715.28, together with allowances of 1,131.00, giving a total amount of 7,846.28.

 

In respect of Fintry Neighbourhood Centre - upgrade emergency lighting, the Committee approved acceptance of the tender submitted by Philectric Limited, Dundee for the sum of 1,960.64, together with allowances of 330.00, giving a total amount of 2,290.64.

 

In respect of Finmill Neighbourhood Centre - upgrade external and emergency lighting, the Committee approved acceptance of the tender submitted by Philectric Limited, Dundee for the sum of 4,175.71, together with allowances of 702.00, giving a total amount of 4,877.71.

 

In respect of Douglas Neighbourhood Centre and Library - upgrade emergency lighting, the Committee approved acceptance of the tender submitted by McGill Electrical Limited, Dundee for the sum of 6,273.36, together with allowances of 1,056.00, giving a total amount of 7,329.36.

 

VII NATIONAL ORGANISATIONS FUND V 2001/2002

 

At its meeting on 10th February, 1997, the Committee approved the criteria and procedures for the Department's grant aid portfolio (Report No 127-1997 refers).

 

There was submitted Report No 23-2002 by the Director of Neighbourhood Resources and Development detailing a specific grant award which could be met from the relevant revenue budget 2001/2002.

 

The Committee approved payment of the recommended grant of 300.00 to the National Training Organisation (for archives, library and information services and records management).

 

VIII NEIGHBOURHOOD REGENERATION FUND 1: CREDIT UNION 2001/2002

 

At its meeting on 10th February, 1997, the Committee approved the criteria and procedures of the Department's grant aid portfolio (Report No 127-1997 refers).

 

There was submitted Report No 24-2002 by the Director of Neighbourhood Resources and Development detailing a specific grant award which could be met from the relevant revenue budget 2001/2002.

 

The Committee approved payment of the recommended grant of 1,200.00 to Dundee West Credit Union.
