The minute of meeting of this Committee of 18th February, 2002 was held as read.

I DUNDEE LAW - APPLICATION FOR USE

 

The Director of Leisure and Parks reported that a letter had been received from the High Kirk, Dundee for permission to use the area of ground for an Easter Morning Service on 31st March, 2002 for approximately 40 minutes.

 

The Committee agreed that permission be granted for the use of the area subject to the necessary insurances being provided indemnifying the Council against damage to property, injury or loss of life etc to members of the public and in addition any services being provided by the Department being paid for by the applicant.

 

II LEISURE MANAGEMENT SYSTEM

 

On a reference to Article I of the minute of meeting of the Policy and Resources Committee of 14th January, 2002, the Director of Leisure and Arts submitted Report No. 218-2002 reporting the selection of a preferred supplier of a replacement Leisure Management System.

 

The Committee agreed that Gladstone MRM be selected as the preferred supplier of the MRM Plus 2 Leisure Management System as a replacement for the existing system.

 

III REPLACEMENT PITCH PROVISION DUE TO THE EURO 2008 FOOTBALL STADIUM IN CAIRD PARK

 

On a reference to Article IV of the minute of meeting of this Committee of 19th November, 2001, the Director of Leisure and Arts submitted Report No. 207-2002 identifying to the Committee the proposals for replacement pitches should the new Football Stadium proposals in Caird Park go ahead for Euro 2008.

 

The Committee approved the proposed location of two new rugby pitches in Whitfield as replacements for the pitches in Caird Park should they be removed due to the creation of a new Football Stadium at Caird Park for the European Championships 2008.

 

IV SIGNAGE FOR CAMPERDOWN

 

The Committee approved a quotation of 5,491.38 received from the Leisure and Parks DSO to supply signage for Camperdown Country Park.

 

V RIVERSIDE PARK AND CAIRD PARK - APPLICATION TO HOLD CARNIVALS

 

The Director of Leisure and Parks reported that a request had been received from Hornes Pleasure Fair, Dunfermline for consent to operate a carnival between 2nd and 13th October, 2002 inclusive at Riverside Park and between 18th and 30th September, 2002 at Caird Park.

 

The Committee agreed that permission be granted and remitted to the Director of Economic Development to negotiate a licence fee subject to the Council's normal condition of let which included the closing down of the carnival operations each evening by 9.30 pm.

 

VI CHINESE STATE CIRCUS

 

On a reference to Article I of the minute of meeting of this Committee of 15th October, 2001, it was reported that the Director of Economic Development had now reached provisional agreement with the Chinese State Circus to occupy a site at Caird Park from 16th June to 23rd June, 2002 inclusive at a rental of 2,700. The Committee also noted that each performance would conclude no later than 10 pm and the use of performing animals was expressly prohibited, and thereafter approved the foregoing terms and conditions.

 

VII TAYSIDE AND FIFE INSTITUTE OF SPORT (TFIS) AND COMMONWEALTH GAMES ATHLETES - ACCESS TO LEISURE FACILITIES

 

The Director of Leisure and Arts submitted Report No. 212-2002 requesting approval for Dundee athletes who had been selected for TFIS and the Commonwealth Games Squads to be given free access to the Council's leisure facilities.

 

The Committee agreed to free access to Dundee City Council's Leisure and Parks Fitness Studios and the Olympia Training Pool for athletes who resided in Dundee and had been selected for the TFIS and the Commonwealth Games Squads.

 

VIII TENDERS RECEIVED

 

The City Architectural Services Officer submitted Report No. 205-2002 giving details of offers received for the reinstatement of the gate at the Western Cemetery.

 

The Committee agreed to accept the lowest offer by W L Watson & Sons, St Andrews amounting to 17,240, to which required to be added an allowance of 3,200 for professional services, making a total expenditure of 20,440.

 

The Committee also noted that W L Watson & Sons had listed Interserve as the sub-contractor for scaffolding.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973, that the press and public be excluded from the meeting for the undernoted items of business on the grounds that they involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part I of Schedule 7(A) of the Act.

 

IX CROWS NEST KIOSK, CAMPERDOWN PARK

 

The Director of Economic Development reported that the Crows Nest Kiosk had been advertised for let for the summer season (March to October) with a closing date of 1st March, 2002 and four offers had been received.

 

The Committee agreed to accept the most advantageous offer.

 

X LEASE AGREEMENT WITH DUNDEE FC - CAIRD PARK STADIUM

 

It was reported that a request had been received from Dundee Football Club to formally lease part of Caird Park Stadium for training purposes.

 

The Committee remitted to the Director of Economic Development to progress a lease agreement which would be initially for a period of 12 months starting on 1st April, 2002 with the option of a further year on the terms and conditions stated.
