I ECONOMIC DEVELOPMENT DEPARTMENT SERVICE PLAN 2003/2007

 

(a) ANNUAL REPORT FOR YEAR 2003/2004

 

The Director of Economic Development submitted Report No 459-2004 informing the Committee of Departmental Performance during the year 2003/2004.

 

The Committee noted the contents of the report.

 

(b) REVIEW PROCESS - CONSULTATION DOCUMENT

 

The Director of Economic Development submitted Report No 460-2004 seeking approval for the consultation process involved in the Economic Development Plan Review.

 

The Committee approved the use of the draft Consultation Document and the process outlined in the report.

 

II DUNDEE DEVELOPMENT GRANT 2004

 

The Director of Economic Development submitted Report No 442-2004 seeking approval for the creation of a scheme of financial assistance for new and young businesses within the City entitled Dundee Development Grants to be available to start-up companies and businesses within their first three years of trading supplementing specialist start-up advice from Business Gateway Dundee.

 

The Committee remitted to the Director of Economic Development in consultation with the Depute Chief Executive (Finance) and the Depute Chief Executive (Support Services) to establish the Dundee Development Grant Scheme as set out in the report.

III DUNDEE AIRPORT

 

(a) TELEPHONE SYSTEM UPGRADE

 

The Director of Economic Development submitted Report No 434-2004 detailing costings received for the above upgrade and requesting a decision on acceptance.

 

The Committee agreed to accept the estimate submitted by British Telecom via Dundee City Council's Support Services Department for the upgrading of Dundee Airport's telephone system to the new Council standard and its integration into the Council telephone network at a cost of 18,802.40.

 

(b) IMPROVEMENT TO AIRPORT GRASSLAND

 

The Director of Economic Development submitted Report No 435-2004 requesting approval for works to improve the grassland at Dundee Airport.

 

The Committee agreed to accept an offer from D M Carnegie, Agricultural Contractor, Steelstrath, Laurencekirk, to carry out specified works to improve ground conditions and plant cover within the grassland areas of Dundee Airport at a cost of 15,600. The Committee also noted that this might need to be complemented by additional works with rates having been quoted for specified quantities if this should prove necessary, to deal with localised ground conditions which would only become visible when existing vegetation had been stripped.

 

The Committee therefore authorised the appropriate Officers to agree extensions of the work and cost if necessary up to a total of 21,000 including fees.

 

(c) PURCHASE OF A FIRE VEHICLE FOR DUNDEE AIRPORT

 

There was submitted Agenda Note AN239-2004 reporting for the information of the Committee that, following consultation to take prompt action to secure a suitable vehicle with the Chief Executive, the Depute Convener (in the absence of the Convener) and Spokespersons of the Other Groups, the Director of Economic Development had agreed to accept an offer to supply a Simon Protector Fire Tender from Carmichael International Limited at a cost of 90,100 including commissioning certification costs and minor alterations.

 

IV TENDERS RECEIVED

 

The City Engineer submitted Report No 369-2004 giving details of offers received to carry out the undernoted contracts:-

 

(a) DEMOLITION OF DUDHOPE ARTS CENTRE ANNEXE

 

The Committee agreed to accept the lowest offer by D Geddes to carry out the above works for the sum of 62,378.40 to which required to be added the undernoted allowances:-

 

Engineering Fees 3,000

Planning Supervisor Fees 600

Contract Contingency Allowance 4,000

Public Utilities 2,000

 

Making a total expenditure of 71,978.40.

 

(b) DUNDEE AIRPORT SOUTH PERIMETER SECURITY FENCING

 

The Committee agreed to accept the lowest offer from J B Corrie & Co Ltd., to carry out the above works for the sum of 107,511.38 to which required to be added professional fees of 5,000 and Planning Supervisor fee of 500 making a total expenditure of 113,011.38.

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted items of business on the grounds that they involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Schedule 7A of the Act.

 

V COMMERCIAL LEASES

 

There was submitted and approved Report No 432-2004 by the Director of Economic Development detailing commercial leases in respect of the undernoted premises:-

16-20 Beauly Avenue

8-10 Beauly Avenue

12 Brownhill Road

Unit 6, Marybank Lane.

 

VI RENT REVIEWS

 

There was submitted and approved Report No 433-2004 by the Director of Economic Development detailing the review of rent in respect of the undernoted premises:-

 

Units 5 and 6, Dunsinane Avenue, Dunsinane Industrial Estate

38 Summerfield Terrace/Whitfield Terrace

255 Blackness Road

The Dolphin Public House, Fintry Road

Site for Radio Station, Glamis Court.

 

VII 0.13 ACRE SITE, BERYL STREET, BALDOVIE INDUSTRIAL ESTATE

 

There was submitted Agenda Note AN240-2004 advising that a business had applied to purchase an area of ground extending to 0.13 acres or thereby to the north of Beryl Street as an extension for an existing business.

 

It was reported for the information of the Committee that the Director of Economic Development, after consultation with the Convener and Spokespersons of the Other Groups, had requested the Depute Chief Executive (Support Services) to conclude the sale subject to the Council's usual terms and conditions as detailed.

 

VIII SITE AT THISTLE STREET/CALDRUM STREET

 

There was submitted Agenda Note AN241-2004 reporting for the information of the Committee that tenders from two parties had been invited for the sale of a 0.44 hectare or thereby site at the above location and that two tenders had been received by the closing date.

 

It was reported for the information of the Committee that the Director of Economic Development, after consultation with the Convener and Spokespersons of the Other Groups, had requested the Depute Chief Executive (Support Services) to conclude the sale with the highest tenderer subject to the satisfactory conclusion of legal formalities.

 

The Committee also noted that should the sale not be concluded the site would be offered to the second tenderer subject to the satisfactory conclusion of legal formalities.
