I WASTE MANAGEMENT DEPARTMENT SERVICE PLAN PERFORMANCE REPORT 2006/07

 

There was submitted Report No 396-2006 by the Head of Waste Management on the performance of the Waste Management Department against its Service Plan 2006-07.

 

The Committee noted the information contained within this report.

 

II SUPPLY OF WORKSHOP ACCESS EQUIPMENT

 

There was submitted Report No 401-2006 by the Head of Waste Management seeking authority to purchase three items of work access equipment for use at the Vehicle Management Workshops at Marchbanks within the Waste Management Department.

 

The Committee agreed to accept the following offers:-

III CONTAMINATED LAND STRATEGY - SITE INVESTIGATION CONTRACTS

 

There was submitted Report No 393-2006 by the Head of Environmental Health and Trading Standards informing the Committee of the projects undertaken in 2005/2006 and recommendations for the continuing implementation of the Contaminated Land Regime, in particular letting of contracts for site investigation works.

 

The Committee agreed:-

 

(i) to note projects that were undertaken in 2005/2006 as detailed in the report; and

 

(ii) to approve the following measures that would ensure that effective site inspection procedures were undertaken under Part IIA of the Environmental Protection Act 1990 in 2006-2007.

 

7         It is intended that Environmental Health and Trading Standards (EHTS) continue to use the City Engineers in a consulting role, utilising their expertise in tender preparation and project management.

 

7         The Depute Chief Executive (Support Services) be authorised to accept the most favourable tender for each work package as recommended by the Chief Engineer. All such tenders will be reported retrospectively to Committee for information.

 

7         It is recommended that the Committee approve the spending of up to 214k in financial year 2006-2007 for the purposes of progressing the Contaminated Land Strategy.

 

IV PURCHASE OF VEHICLES 2006-07

 

Reference was made to Article I of the minute of meeting of the Environmental Services and Sustainability Committee held on 20th March, 2006 wherein approval was given to purchase vehicles through the ABC framework.

 

There was submitted Agenda Note AN222-2006 reporting that the total figure for the purchase of these vehicles was reported as 570,000. However, after consultation on specifications etc the total expenditure would be 604,069.

 

The Committee agreed to the additional expenditure.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the public and press be excluded from the meeting for the undernoted item of business on the grounds that it would involve the likely disclosure of exempt information as defined in paragraphs 3, 6 and 9 of Part 1 of Schedule 7(A) to the above Act.

 

V CIVIC GOVERNMENT (SCOTLAND) ACT 1982 - SECTION 90 - DEFECTIVE STAIR LIGHTING

 

There was submitted Agenda Note AN218-2006 by the Head of Environmental Health and Trading Standards reporting that Notices had been served on the owners of the various properties requiring works to be carried out.

 

The Committee noted that the Head of Environmental Health and Trading Standards would carry out the works should the owners not comply within the timescales.
