The minute of meeting of this Committee of 12th March, 2007 was held as read.

I CONFIRMATION OF TREE PRESERVATION ORDERS

 

There was submitted Agenda Note AN109-2007 detailing the undernoted confirmation of Tree Preservation Orders:-

 

(a) 03/2007 - LAND AT THE LODGES, CASTLEROY, HILL STREET, BROUGHTY FERRY

 

The Committee acceded to a request which had been received for a deputation to address the Committee relative to objections to the Order. After the deputation had stated its case and answered questions from members of the Committee it was thanked for its attendance and withdrew.

 

Thereafter, having considered objections received, the Committee authorised the Depute Chief Executive (Support Services) and the Director of Planning and Transportation to undertake the necessary procedures and confirm the Order.

 

(b) 07/2006 - NORTH LODGE, 4 GROSVENOR ROAD

 

The Committee noted that the Council had made a provisional Tree Preservation Order in respect of the above site on 4th December, 2004, and one objection had been received.

 

After considering the objection, the Committee authorised the Depute Chief Executive (Support Services) and the Director of Planning and Transportation to undertake the necessary procedures and confirm the Order.

 

(c) 06/2006 - HAREFIELD HOUSE

 

The Committee noted that the Council had made a provisional Tree Preservation Order on the abovementioned site and that no objections had been received.

Accordingly, the Committee authorised the Depute Chief Executive (Support Services) and the Director of Planning and Transportation to undertake the necessary procedures and confirm the Order.

 

(d) 01/2007 - 81E DUNDEE ROAD, BROUGHTY FERRY

 

The Committee noted that the Council had made a provisional Tree Preservation Order on the abovementioned site and that no objections had been received.

 

Accordingly, the Committee authorised the Depute Chief Executive (Support Services) and the Director of Planning and Transportation to undertake the necessary procedures and confirm the Order.

 

(e) 02/2007 - RED COTTAGE, 80 FORTHILL ROAD, BROUGHTY FERRY

 

The Committee noted that the Council had made a provisional Tree Preservation Order on the abovementioned site and that no objections had been received.

 

Accordingly, the Committee authorised the Depute Chief Executive (Support Services) and the Director of Planning and Transportation to undertake the necessary procedures and confirm the Order.

 

(f) 04/2007 - GROUND AT RERES ROAD, BROUGHTY FERRY

 

The Committee noted that the Council had made a provisional Tree Preservation Order on the abovementioned site and that no objections had been received.

 

Accordingly, the Committee authorised the Depute Chief Executive (Support Services) and the Director of Planning and Transportation to undertake the necessary procedures and confirm the Order.

 

(g) 05/2007 - LAND TO SOUTH OF LAWERS DRIVE, PANMUREFIELD

 

The Committee noted that the Council had made a provisional Tree Preservation Order on the abovementioned site and that no objections had been received.

 

Accordingly, the Committee authorised the Depute Chief Executive (Support Services) and the Director of Planning and Transportation to undertake the necessary procedures and confirm the Order.

 

(h) 06/2007 - PANMUREFIELD DEN, PANMUREFIELD ROAD

 

The Committee noted that the Council had made a provisional Tree Preservation Order on the abovementioned site and that no objections had been received.

 

Accordingly, the Committee authorised the Depute Chief Executive (Support Services) and the Director of Planning and Transportation to undertake the necessary procedures and confirm the Order.

 

(i) 07/2007 - NORTH BALMOSSIE STREET, PANMUREFIELD

 

The Committee noted that the Council had made a provisional Tree Preservation Order on the abovementioned site and that no objections had been received.

 

Accordingly, the Committee authorised the Depute Chief Executive (Support Services) and the Director of Planning and Transportation to undertake the necessary procedures and confirm the Order.

 

II DUNDEE AND ANGUS STRUCTURE PLAN PANEL - FORMAL DISSOLUTION

 

There was submitted Report No 188-2007 by the Director of Planning and Transportation recommending the dissolution of the present Dundee and Angus Structure Plan Panel in order to prepare for a new 'Strategic Development Planning Authority' (SDPA) for Dundee City Region as required under the Planning etc (Scotland) Act 2006.

 

The Committee agreed to:-

 

(a) formally dissolve the Dundee and Angus Structure Plan Panel in its present format; and

 

(b) establish a 'Shadow Strategic Development Planning Authority for Dundee City Region' to allow work to progress over the next 12 months. The 'Shadow Authority' would be comprised of 3 Elected Members from each of Dundee, Angus, Fife and Perth and Kinross Councils.

 

III PROPOSED HOUSING NEED, DEMAND AND AFFORDABILITY STUDY IN THE GREATER DUNDEE HOUSING MARKET AREA

 

There was submitted Joint Report No 198-2007 by the Director of Housing and the Director of Planning and Transportation seeking authority to appoint consultants to undertake a comprehensive study of housing need, demand and affordability issues within the Greater Dundee Housing Market Area.

 

The Committee agreed to:-

 

(a) authorise the Director of Planning and Transportation in conjunction with the Director of Housing to invite bids and appoint consultants to undertake a study to address the matters set out in the report; and

 

(b) remit the Director of Planning and Transportation/Director of Housing to report back on the findings of the study and advise on any implications and actions to be pursued.

 

IV URBAN COMMUNITY TRANSPORT FUND 2004-2007

 

There was submitted and noted Report No 171-2007 by the Director of Planning and Transportation advising the Committee that, in view of the timescales involved, following consultation with the Convener and spokespersons from the other groups, he had approved a grant of 16,500 to Dundee Community Transport Scheme.

 

V CIVIC GOVERNMENT (SCOTLAND) ACT 1982 - PROPOSED NEW STREET NAMES

The Committee approved the applications, subject to conditions which had been agreed with the applicants, and further agreed that, on satisfactory completion of these roads and, if so requested by the applicants, they be entered on the List of Public Roads for the purposes of management and maintenance in terms of the Roads (Scotland) Act 1984.

 

VII TRAFFIC ORDERS

 

There was submitted Agenda Note AN112-2007 detailing the undernoted proposed Orders.

 

(a) DUNDEE CITY COUNCIL (VARIATION OF WAITING RESTRICTIONS) (NO 2) ORDER 2007

 

Reference was made to Article X of the minute of meeting of this Committee of 11th December, 2006, wherein the Committee instructed and authorised the preparation of an Order introducing further measures to vary the provisions of numerous existing Waiting Restrictions Orders affecting Dundee.

 

It was reported that the proposed Order had been duly drafted and, during the statutory consultation period, no adverse comments had been received,

 

The Committee therefore authorised formal publication of the Order as drafted.

(b) DUNDEE CITY COUNCIL (BROUGHTY FERRY OFF-STREET CAR PARKS) (VARIATION) ORDER 2007

 

Reference was made to Article V of the minute of meeting of this Committee of 8th January, 2007, wherein the Committee instructed and authorised the preparation of the abovementioned Order.

 

It was reported that the proposed Order had been duly drafted and, during the statutory consultation period, no adverse comments had been received.

 

The Committee therefore authorised formal publication of the Order as drafted.

 

(c) DUNDEE CITY COUNCIL (MEADOWSIDE AT ALBERT SQUARE, DUNDEE) (PROHIBITION OF DRIVING) ORDER 2007)

 

Reference was made to Article VI of the minute of meeting of this Committee of 8th January, 2007, wherein the Committee instructed and authorised the preparation of the abovementioned Order.

 

It was reported that the proposed Order had been duly drafted and, during the statutory consultation period, no adverse comments had been received.

 

The Committee therefore authorised formal publication of the Order as drafted.

 

(d) DUNDEE CITY COUNCIL (LONG WYND, DUNDEE) (STOPPING UP) ORDER 2007

 

Reference was made to Article IX of the minute of meeting of this Committee of 13th November, 2006, wherein the Committee agreed to stop up lengths of roads and footways at Long Wynd, Dundee to accommodate a new office development on the site of the former printing works in Long Wynd.

 

It was reported that the Order had been duly drafted and, during the statutory consultation period, no adverse comments had been received.

 

The Committee therefore authorised and confirmed the Stopping Up Order, and authorised formal publication of the confirmation, after which the Order would become operative.

 

(e) DUNDEE CITY COUNCIL (SCHOOL KEEP CLEAR AREAS) ORDER 2007

 

Reference was made to Article IX of the minute of meeting of this Committee of 11th December, 2006, wherein the Committee instructed and authorised the preparation of an Order to improve safety at school entrances and to take into account the rebuilding and relocation of schools as part of the PPP Project.

 

It was reported that the proposed Order had been duly drafted and during the statutory consultation period no adverse comments had been received.

 

The Committee therefore authorised formal publication of the order as drafted.

 

VIII DOUGLAS/DIGHTY (VDLF) LANDSCAPING

 

There was submitted Agenda Note AN114-2007 advising that as part of the ongoing 4 million programme to tackle long term vacant and derelict land the above site had been identified for development by the Planning and Transportation Department. The proposed works included extensive soft landscaping, fencing, infrastructure provision and improved signage for public access purposes.

 

It was reported that Dundee Contract Services had submitted an offer of 127,125 to carry out the works which included a three year maintenance provision. The Committee approved acceptance of the offer, together with an additional sum of 16,000 to cover professional services costs and 6,875 for contingencies, giving a total sum of 150,000.
