The minute of meeting of this Committee of 12th November, 2007 was held as read.

I CAMPERDOWN PARK - CONSTRUCTION OF CONCRETE WASH BAY/RECYCLING SYSTEM

 

There was submitted Agenda Note AN282-2007, whereby it was proposed that the current wash bay provision at Camperdown Park which was used for the plant and equipment including the grass cutting machinery be upgraded to be more environmentally friendly, by the incorporation of a closed loop recycle system within a new wash bay facility.

 

The benefits of the system would include a more environmentally friendly approach by the management of waste water from the machinery and the elimination of any risks from contaminants.

 

A quotation had been received from a specialist supplier and contractor ESD Waste2Water Europe Ltd, Baralston, Staffordshire for 24,245. This included the supply and construction of the concrete pad, together with the closed loop recycling system including pumps and settlement tanks etc.

 

The Committee agreed that the quotation from the specialist supplier be accepted, having noted that provision had been made for the works within the Leisure and Communities Department's 2007/2008 Capital Budget.

 

II NON-RECURRING REVENUE GRANT FUND

 

There was submitted Report No 611-2007 by the Director of Leisure and Communities detailing an award from the Department's Non-Recurring Revenue Grants Fund to support the development of partnership work with Youth Scotland over 2007/2008.

The Committee approved the recommended grant award for 2007/2008, as noted below:-

IV PURCHASE OF LIBRARY SELF SERVICE UNITS

 

There was submitted Report No 593-2007 by the Director of Leisure and Communities detailing the proposals received for the supply, delivery and ongoing support of seven self-service units and requested a decision on acceptance of the same.

The Committee noted that to enable the project to be progressed, acceptance of the proposal submitted by a company called "2CQR" had been accepted by the Director of Leisure and Communities in consultation with the Convener of the Leisure, Arts and Communities Committee and Group Spokespersons.

 

V YOUTH ARTS GRANTS ALLOCATION (2007/2008)

 

There was submitted Report No 630-2007 by the Director of Leisure and Communities making a recommendation for grant awards from the Youth Arts Grants Allocation.

 

The Committee approved the allocation of grant awards to The Highwayman Youth and Community Centre, The Elms Young People's Unit, The Shore and Connect 5, as detailed:-

 

(i) 958 to The Highwayman Youth and Community Centre for the creation of young people's artwork inspired by the local heritage and environment of that area;

 

(ii) 792 to The Elms Young People's Unit to allow looked after young people to participate in a multi-arts project on the theme of citizenship, working with professional artists through a programme of film, music and visual art workshops;

 

(iii) 980 to enable more young people to take part in the Rhythm and Steel Group at The Shore, and extended skills and experience through cultural exchange and live performance opportunities; and

 

(iv) 930 to Connect 5 towards the costs of a project enabling young people to work with professional artists and encouraging the creation of a photographic reflection of their day to day lives and aspirations.

 

VI SUPPLY OF COMMUNITY SAFETY WARDEN VEHICLES

 

There was submitted Report No 639-2007 by the Director of Leisure and Communities seeking approval to accept a tender for the supply of 1 Van, 2 Estate Cars and 2 People Carrier Vehicles.

 

The Committee approved acceptance of the tender submitted by Arnold Clark Automobiles Ltd, Ford Business Centre, Queens Drive, Kilmarnock, for the sum of 58,079.11, excluding VAT, as follows:-

VII DUNDEE COMMUNITY SAFETY PARTNERSHIP - ALLOCATION OF LOCAL ACTION FUND 2007/2008

 

There was submitted Report No 640-2007 by the Director of Leisure and Communities seeking approval for the allocation of grant awards from the Local Action Fund.

VIII TENDERS RECEIVED

 

There was submitted Report No 649-2007 by the City Architectural Services Officer, giving details of offers received for the undernoted contracts:-

 

(a) McMANUS GALLERIES - GRAPHICS PACKAGE

 

The Committee agreed to accept the lowest offer from B & S Graphics, Glasgow in the sum of 58,210, to which required to be added an allowance of 2,037 for professional services, giving a total cost of 60,247.

 

(b) ARDLER COMPLEX - YOUTH FACILITY

 

The Committee agreed to accept a partnering offer from Dundee Contract Services in the sum of 60,734.78, to which required to be added an allowance of 9,730 for professional services, giving a total cost of 70,464.78.

(c) KIRKTON COMMUNITY CENTRE - YOUTH LINK FACILITY

 

The Committee agreed to accept a partnering offer from Dundee Contract Services in the sum of 20,130, to which required to be added an allowance of 3,224 for professional services, giving a total cost of 23,354.

 

IX PURCHASE OF MINIBUS

 

There was submitted Agenda Note AN288-2007 seeking approval for the purchase of the following vehicle from Arnold Clark, Kilmarnock via ABC procurement:-

 

1 x Ford Transit, 17 Seat 100PS - 17,035.24

 

The purpose of this vehicle would be for the transportation of Youth and Community Groups, and the expenditure could be contained within the Leisure and Communities Department's Capital Allocation for 2007/2008 where a provisional allocation of 20,000 had been made for minibus replacement.

 

The Committee approved accordingly.

 

X RESTORATION OF BALGAY FOOTBRIDGE, BALGAY PARK, DUNDEE

 

There was submitted Agenda Note AN301-2007 advising the Committee that on the request of the Director of Leisure and Communities, tenders had recently been invited by the City Engineer to carry out restoration works to Balgay Footbridge. Part of the funding for the project was through a grant from Historic Scotland. A condition of this grant was a site start in early February 2008 to allow the maximum spend in financial year 2007/2008. In order to achieve this by reducing the timescale for approvals, authority was requested for the Depute Chief Executive (Support Services) to accept the most favourable tender as recommended by the City Engineer within the allowances noted below:-
