I SUB-CONTRACTORS AND SUPPLY OF MATERIALS 2007/2008

 

There was submitted Report No 293-2008 by the Director of Contract Services advising the Committee of all orders exceeding 50,000 placed with sub-contractors and suppliers of materials to Dundee Contract Services in 2007/2008 in accordance with the Council's tendering procedures.

 

The Committee noted the contents of the report.

 

II AIR QUALITY PROGRESS REPORT 2007

 

There was submitted Report No 222-2008 by the Head of Environmental Health and Trading Standards informing the Committee of the contents of the 2007 Air Quality Progress Report for Dundee.

 

The Committee:-

 

(i) noted the principal findings of the Local Air Quality Progress Report 2007 and its submission to the statutory consultees, the Scottish Government and Scottish Environment Protection Agency;

 

(ii) noted that the findings reconfirmed the need for the Air Quality Management Area (AQMA) for Nitrogen Dioxide at locations identified in previous reports (reference Reports 190-2005, 600-2005 and 115-2007) and in two new areas of potential exceedence of the annual mean objective;

 

(iii) noted the findings in relation to fine particles (PM10) where it predicted that the 2010 PM10 annual mean objective would be exceeded in several locations and that it would be prudent to undertake a Detailed Assessment of PM10 to determine the need for the declaration of an Air Quality Management Area for PM10;

 

(iv) approved the appointment of a specialist consultant to assist the Council in undertaking the Detailed Assessment of PM10; and

 

(v) noted the impact on air quality of the removal of the tolls from the Tay Road Bridge had not yet been maximised because of restrictions on the south bound carriageway and that it was anticipated, however, that the removal of the tolls would have a positive long term effect on Nitrogen Dioxide levels in the City Centre.

 

III SCAMBUSTERS

 

There was submitted Report No 287-2008 by the Head of Environmental Health and Trading Standards informing members of a successful joint bid by Dundee City Council, North Lanarkshire Council, and Consumer Direct Scotland to host a Scotland-wide Trading Standards Scambuster Team to be funded by the Department for Business, Enterprise and Regulatory Reform (BERR).

 

The Committee noted the successful bid by the Council and other partners to jointly host a "Scambuster" Team capable of covering the whole of Scotland.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted item of business on the grounds that it involved the likely disclosure of exempt information as defined in paragraphs 3, 6 and 9 of Part I of Schedule 7A of the Act.

 

IV CONTAMINATED LAND REVISED BOUNDARY

 

Reference was made to Article III of minute of meeting of the Environmental Services and Sustainability Committee held on 18th December, 2006, wherein it was agreed to determine the status of a site under Part IIA of the Environmental Protection Act 1990 and to Article IX of minute of meeting of the Housing, Dundee Contract Services and Environment Services Committee of 26th November, 2007, wherein it was agreed to amend the boundary.

 

There was submitted Agenda Note AN103-2008 reporting that the site had been further revised in accordance with Statutory Guidance.

 

The Committee agreed to approve the revised boundary and agreed to the formal determination of the site on this basis.
