The minute of meeting of this Committee of 23rd March, 2009 was held as read.

I HM INSPECTORATE OF EDUCATION - LOCHEE PRIMARY SCHOOL FOLLOW THROUGH INSPECTION

 

There was submitted and noted report relative to the above.

 

II SCHOOL ESTATE IMPROVEMENTS IN THE LOCHEE AREA OF THE CITY - OUTCOME OF THE FORMAL CONSULTATION PROCESS

 

Councillor Hunter declared a non-financial interest by virtue that his child attends one of the schools concerned and withdrew from the Chamber for the duration of the debate.

 

Councillor McCready declared a non-financial interest by virtue of being a former member of the Church and Society Council, General Assembly of the Church of Scotland.

 

It was reported that two requests had been received for deputations to address the Committee in relation to objections to proposals contained in the above report.

 

After the deputations had stated their cases, they were thanked for their attendance and withdrew.

 

There was submitted Report No 273-2009 by the Director of Education detailing representations made during the formal publication and consultation exercise on the above proposal.

 

The Committee approved the proposal to build 2 x 1 stream primary schools with four additional classrooms on a shared site adjacent to the existing St Clement's RC Primary School building to replace Charleston Primary School, Lochee Primary School and St Clement's RC Primary School.

 

III SCHOOL ESTATE IMPROVEMENTS IN THE WEST END OF THE CITY - OUTCOME OF THE FORMAL CONSULTATION PROCESS

 

Councillor McCready declared a non-financial interest by virtue that his child attends one of the schools concerned and withdrew from the Chamber for the duration of the debate.

 

It was reported that three requests had been received for deputations to address the Committee both in support and in relation to objections to proposals contained in the above report.

 

After the deputations had stated their cases, they were thanked for their attendance and withdrew.

 

There was submitted Report No 274-2009 by the Director of Education detailing representations made during the formal publication and consultation exercise on the above proposal.

 

The Committee approved the proposal to build 2 x 1 stream primary schools with six additional classrooms on a shared site on the site of the former Harris Academy Annexe to replace Park Place Primary School, Park Place Nursery and St Joseph's RC Primary School.

 

IV EDUCATION DEPARTMENT SERVICE PLAN UPDATE

 

There was submitted Report No 271-2009 by the Director of Education updating the Committee on the Education Department Service Plan 2008/2011.

 

The Committee noted and approved the contents of the report.

 

V TENDERS RECEIVED

 

There was submitted Report No 278-2009 by the City Architectural Services Officer listing tenders received and requesting a decision thereon.

 

(i) MENZIESHILL HIGH SCHOOL - WINDOW REPLACEMENT PHASE 1

 

The Committee agreed to accept a negotiated contract with Dundee Contract Services for 103,862.55, together with allowances of 1,207 for CDM Co-ordinator and 14,801 for professional services, making a total expenditure of 119,870.55.

 

(ii) CRAIGIEBARNS PRIMARY SCHOOL - REPLACEMENT WINDOWS AND FACIAS - PHASE 4

 

The Committee agreed to accept a negotiated contract with Dundee Contract Services for 79,953.64, together with allowances of 1,040 for CDM Co-ordinator and 11,393 for professional services, making a total expenditure of 92,386.64.

 

(iii) BRAEVIEW ACADEMY - WINDOW REPLACEMENT PHASE 5

 

The Committee agreed to accept a negotiated offer with Dundee Contract Services for 78,208, together with allowances of 11,145 for professional services, making a total expenditure of 89,353.

 

(iv) MILL O' MAINS PRIMARY SCHOOL - RENEWAL OF ROOF COVERINGS

 

The Committee agreed to accept a negotiated offer with Dundee Contract Services for 138,490.12, together with allowances of 692 for CDM Co-ordinator and 13,547 for professional services, making a total expenditure of 152,729.12.

 

(v) HILLSIDE PRIMARY SCHOOL - WINDOW REPLACEMENT PHASE 1

 

The Committee agreed to accept a negotiated offer with Dundee Contract Services for 96,589.74, together with allowances of 1,159 for CDM Co-ordinator and 13,935 for professional services, making a total expenditure of 111,683.74.

 

VI ST NINIANS RC PRIMARY SCHOOL - ADMINISTRATION BLOCK RE-ROOFING - EXTENSION TO CONTRACT

 

There was submitted Report No 279-2009 by the City Architectural Services Officer seeking approval to extend the existing contract.

 

The Committee agreed to extend the existing contract incurring estimated additional expenditure of approximately 22,000.

 

VII TENDERS - SCHOOLS

 

There was submitted Agenda Note AN116-2009, wherein it was reported for information that due to timescales involved, the Director of Education and City Architectural Services Officer in consultation with the Convener and Group spokespersons, approved the following tenders:-

 

(i) HARRIS ACADEMY - UPGRADE SWIMMING POOL AREA

 

Negotiated contract awarded to Dundee Contract Services for 70,631.15, together with an allowance of 10,147 for professional services, making a total expenditure of 80,778.15.

 

(ii) ST PIUS RC PRIMARY SCHOOL - REPLACEMENT CURTAIN WALLING

 

Negotiated contract awarded to Dundee Contract Services for 320,898.51, together with allowances of 1,605 for CDM Co-ordinator and 30,485 for professional services, making a total expenditure of 352,988.51.

 

The following Sub-Contractor would be used by Dundee Contract Services:-

(iii) ST PETER AND ST PAUL'S RC PRIMARY SCHOOL - HEATING REPLACEMENT - ANNEXE

 

Lowest offer accepted by Taylor Mechanical Services Ltd, Dundee for 70,650.31, together with allowances of 970 for CDM Co-ordinator and 10,213 for professional services, making a total expenditure of 81,833.31.
